For the past two years, commencement speakers at the City University of New York School of Law have made support for Palestinians and opposition to Israel a focus of their speeches. So this year, well before other campuses across the United States faced upheaval over pro-Palestinian student demonstrations, the CUNY law school administration took a new tack. In September, before the Hamas attack on Israel on Oct. 7, the school announced that there would be no student speaker at all at this year’s commencement ceremony. The ceremony will now have no outside speakers and no keynote address, the law school said. The Apollo requires guests to have tickets and has a smaller capacity than the school’s previous venues, the law school said.

The sight of hundreds of officers in tactical gear moving in on pro-Palestinian demonstrators in Bay Ridge, Brooklyn, on Saturday suggested to civil libertarians that the department might not abide by the agreement when it is fully implemented. At least two officers wearing the white shirts of commanders were filmed punching three protesters who were prone in the middle of a crosswalk. An unfortunate symbiosis has developed between pro-Israel culture warriors like Republican Representative Elise Stefanik and the most self-indulgent fringe of pro-Palestinian campus protesters. Together they are, wittingly or unwittingly, shifting attention from the urgent emergency in Gaza, where Israeli Prime Minister Benjamin Netanyahu is poised to defy the United States and invade the southern city of Rafah, to the much smaller problem of campus antisemitism. The United States has none.” Within the movement, I imagine such rhetoric functions as a sign of total commitment, a no-going-back rejection of hollow liberal pieties. Since 2016, pro-Israel politicians have pushed versions of a bill called the Anti-Semitism Awareness Act, which would codify, for the purpose of enforcing federal civil rights law in higher education, a definition of antisemitism that includes rejection of Israel as a Jewish state. In the past, civil libertarians were able to head such legislation off, but that’s become harder in the current fevered climate.

CNN —The State Department is divided over whether Israel is using American-provided weapons in accordance with international law ahead of a fast-approaching deadline next week for Secretary of State Antony Blinken to make a determination to Congress. Human rights groups have accused Israel of committing war crimes and abuses during the war in Gaza. The State Department official Sunday did not give further details about which parts of the department are in favor of accepting Israel’s assurances, which are in favor of rejecting them, and which took no position. “We don’t comment on leaked documents, especially those purporting to contain classified information,” State Department spokesperson Matthew Miller said in a statement. While the report does not represent the US government’s own conclusions, Blinken said last week that the State Department was looking at the incidents.

CNN —The Biden administration announced a new rule Friday expanding safeguards against potential discrimination of gay and transgender Americans seeking medical care, in a reversal of Trump-era limitations that nixed federal health protections for members of the LGBTQ+ community. In a set of expansive new rules unveiled by the Department of Health and Human Services, the department moved to advance civil rights protections for patients by barring health providers and insurers receiving federal funding from discriminating against those seeking care on the basis of gender identity or sexual orientation. The HHS rule restores Obama-era protections for transgender patients that the Trump administration rolled back in 2020 — a move that was condemned by LGBTQ+ advocacy and human rights organizations. The finalized rule comes as access to gender-affirming care for transgender youth has been tangled in political controversy, with more than 20 states in recent years attempting to restrict youth access to such care. CNN —The UK parliament has finally passed a contentious bill that will allow the government to send asylum seekers to Rwanda for their claims to be considered by the East African nation. In theory, the legislation will see some landing in the UK sent to Rwanda where their asylum claim will be considered. And it makes clear that the UK Parliament is sovereign, giving the government the power to reject interim blocking measures imposed by European courts,” he added. The European court has previously barred it from sending asylum seekers to Rwanda. To date, the Rwanda policy has cost the British government £220m ($274m), and that figure could rise to £600m after the first 300 people have been sent to East Africa.

CNN —Violent clashes erupted between protesters and police in Georgia’s capital, Tbilisi, on Tuesday as the country’s parliament continued debating a controversial “foreign agents” bill, criticized by Western and domestic opponents as authoritarian and Russian-inspired. “Second night of massive protest in Tbilisi against the Russian Law,” Georgia’s President Salome Zourabichvili said in a post on social media on Tuesday. The Georgian Dream party, which has been pushing for the law, has the parliamentary majority which could override a presidential veto. At least one employee of the Ministry of Internal Affairs was injured during Tuesday’s clashes, the ministry said in a statement. Europe’s top human rights court said in a landmark ruling on Tuesday that the Swiss government had violated its citizens’ human rights by not doing enough to stop climate change. But the court rejected climate-related cases brought by the former mayor of a coastal town in France and a group of young people in Portugal as inadmissible. The cases, the first of their kind to be heard at the court, the European Court of Human Rights in Strasbourg, France, are part of a broader movement of climate-related lawsuits that aim to use human rights law to push governments to act against global warming. HARRISBURG, Pa. (AP) — A requirement for Pennsylvania voters to put accurate handwritten dates on the outside envelopes of their mail-in ballots does not run afoul of a civil rights law, a federal appeals court panel said Wednesday, overturning a lower court ruling. A divided 3rd U.S. Circuit Court of Appeals ruled to uphold enforcement of the required date on return envelopes, a technical mandate that caused thousands of votes to be declared invalid in the 2022 election. A lower court judge had ruled in November that even without the proper dates, mail-in ballots should be counted if they are received in time. U.S. District Judge Susan Paradise Baxter said the envelope date is irrelevant in helping elections officials decide whether a ballot was received in time or if a voter is qualified.
