In 2020 the Puerto Rican government transferred management of the electric grid to a newly minted Canadian-American private company, Luma Energy. It promised to bring clean, reliable energy to Puerto Rico after the state-owned Puerto Rico Electric Power Authority filed for bankruptcy and Hurricane Maria knocked out the island’s ailing electric grid. So why is it that four years later, my mom is still cursing in the dark? Puerto Rico’s power crisis illustrates the consequences of putting essential services in the hands of a private entity. Puerto Ricans deserve a power grid that works for them, not against them.

The trip was meant, in part, to highlight the Biden administration’s dedication to aiding the island’s recovery. Four suspects were taken into custody, two Costa Ricans and two Colombians, along with 1,100 fentanyl pills in an operation backed by the U.S. Drug Enforcement Administration that included raids in three towns in central Costa Rica, Security Minister Mario Zamora said at a press conference. The arrests "raises alarms because it confirms the presence of fentanyl" in Costa Rica, said Zamora. As of last month, Costa Rican authorities had been carrying out 10 fentanyl investigations since last year, according to government data. Violent crime in Costa Rica has surged this year with homicides at a record, and the growth blamed on gang turf battles over the country's role as a major transit point for the illicit trade. The fentanyl arrests come as around 70% of Costa Ricans disapprove of President Rodrigo Chaves' crime fighting record, according to a recent poll.

Hawaii residents, like Puerto Ricans, who faced disasters before them, are not asking to be saved. They ask only to be allowed to help themselves in the face of failing emergency services and federal aid. But the entrenched vulnerabilities produced by colonialism are not so easily overcome. Costa Rica closed 2022 with a record 656 murders. In parts of Costa Rica, authorities are seeing violence synonymous with Mexican cartels like torture, gang killings, and assassinations carried out by highly trained hitmen. In May, Chaves named as security minister Zamora, who also held the post under the 2010-2014 presidency of Laura Chinchilla, and has a reputation for being tough on crime. Zamora said the situation was very different to when he was first security minister. The measures are due to be rolled out across Costa Rica by 2025.

CNN —Hertz has apologized to a Puerto Rican customer after one of its employees refused to rent him a car he had paid for in advance because he did not show her his passport. Humberto Marchand said that he traveled to New Orleans last Wednesday and presented his Puerto Rican driver’s license at the Hertz counter at the Louie Armstrong International Airport. Puerto Rico is a commonwealth of the United States, and anyone born on the island is by law a US citizen. In a statement to CNN, Hertz (HTZ) said that the company accepts Puerto Rican driver’s licenses from customers renting in the United States without requiring a valid passport. It is not clear if Hertz took any disciplinary action against the employee, however, the company said that this employee, like all their employees, has been reminded of their longstanding policy related to Puerto Rican driver’s licenses.

SAN JUAN, Puerto Rico — The government of Puerto Rico is a step closer to privatizing power generation on the island despite widespread skepticism among consumers, who crave a reliable source of electricity after decades of random power outages. The contract needs to be approved by the governing board of the Puerto Rico Electric Power Authority and signed by Gov. Power generation units in Puerto Rico are on average about 45 years old, twice those of the U.S. mainland. The system was previously managed by the Puerto Rico Electric Power Authority. The privatization process follows ongoing issues around Puerto Rico Electric Power Authority's bankruptcy.
