London CNN —Money generated by Russian financial assets frozen in Europe will soon start flowing to Ukraine, giving Kyiv a boost as it struggles to counter an advance by Moscow’s troops. The plan “would essentially bring forward that flow of interest proceeds from the assets… (through a loan) given to Ukraine,” Yellen told broadcaster Sky News in an interview this week. “Ukraine has substantial needs, and being able to marshal significant resources to help Ukraine is important,” she said. Most of the frozen Russian money is held in Europe, and the euro is the world’s second-most important currency after the US dollar. This would give Kyiv access to a much larger amount of money than using future or current windfall profits from Russian assets.

Russia’s relentless onslaught has a key goal: If they take Lyptsi, then they can position artillery within range of Ukraine’s second city, Kharkiv, 20 minutes down the road. “They’re not sending just anyone into the assaults.”His stare lengthens when asked about what fortifications were in place before the surprise Russian attack. At one position closer to the Russian border, the 92nd Assault Brigade showed CNN a Russian artillery gun, captured in the first days of the war, from which they are now firing French mortar shells. The gun was partially hidden by a wire net, aimed at providing some protection from an attack drone. Attacks persisted in the distance however, keeping the city’s residents awake through violently loud nights, now amplified by the threat of Russian artillery edging closer.

Despite the news, S&P is still sticking to its base case from earlier in the month that China's property market is likely still "searching for a bottom," Edward Chan, director, corporate ratings, said during the firm's webinar on Monday. But he pointed out that for real estate to see significant stabilization, homebuyers' demand and confidence will need to improve after a market downturn of nearly three years. Opinion | Invading Rafah Doesn’t Help Israel

Now that President Biden is pressuring Israel to back away from an all-out invasion of the southern Gaza city of Rafah, some supporters of Israel feel betrayed. They ask: How can Israel protect itself and ensure its security if it can’t eliminate Hamas leaders hiding in tunnels under Rafah? Why sacrifice thousands of lives, Palestinian and Israeli alike, but stop short of a definitive end to the war that would lay the groundwork for rebuilding Gaza? They raise legitimate questions, but I think they misunderstand Biden’s motivations as purely humanitarian and intended simply to avert a blood bath in Rafah. It may be in Netanyahu’s interest to flatten Rafah, because anything that prolongs the war keeps him in office, but it’s not in Israel’s interest.

The Arab and Palestinian American leaders requested the meeting, which included the heads of five national organizations: the American Federation of Ramallah Palestine, the American Arab Chamber of Commerce, Arab America, the Arab American Institute, and the US Palestinian Council. They went into the meeting already frustrated by the “callous neglect” they say the Arab American community has received from the Biden administration. “I think the administration has ample chances to make real change … and I have not seen change, real change in policy. Elnajjar helped organize for the Biden campaign in 2020 as part of the Arab Americans for Biden. Attendees at the meeting with Blinken made the point that it is not just Arab Americans who Biden is losing, but also allies from other ethnic backgrounds who are standing in solidarity with Arab, Palestinian and Muslim Americans.

Much of the war in Ukraine has gone poorly for Russia. But Russian President Vladimir Putin's war machine looks very different today than it did at the start of the conflict. The Russian military continued to suffer from other problems in the first year of fighting, racking up troop and equipment losses while failing to capture significant amounts of Ukrainian territory. AdvertisementThe following month, a top US official and general said, respectively, that the Russian military was "almost completely reconstituted" and had "grown back" to its pre-war strength. The employment of glide bombs to support ground maneuver is the primary example of how Russia's military is successfully learning from its past shortcomings, Barros said.

CNN —More than 50 etchings from soldiers have been discovered on an English castle door in an “astonishing discovery,” including graffiti of what could depict the French emperor Napoleon Bonaparte being hanged. The door was only recently discovered in Dover Castle, in southeast England, charity English Heritage said in a press statement Wednesday. The graffiti on the door is thought to have been created by soldiers living inside the castle between 1789 and 1855. English Heritage suggests that, with hours to kill and “questionable artistic talents,” the soldiers may have whittled into the door to simultaneously whittle away the time. Three significant dates are also inscribed onto the door, English Heritage said: 1789, the year of the French Revolution; 1798, a period of rebuilding in Dover Castle; and 1855, when changes were planned to St. John’s Tower.

New York CNN —Netflix is rebuilding the cable bundle, sans one important ingredient: news. The company, having blown up the decades-old linear television business and ushered in the costly and destabilizing era of streaming, is inching closer and closer to resembling the entertainment behemoths of yesteryear. Netflix has shown little-to-no interest in investing in either live-news or pre-taped programming (a la, a show akin to “Vice News Tonight” or “60 Minutes”). Rebuilding the traditional cable package without news is akin to putting together a meal that includes steak, potatoes and ice cream, but not the broccoli. The vegetables might not be the tastiest, most popular item on the menu, but neglecting them would not be healthy.

Mikhail Klimentyev | Afp | Getty ImagesRussian President Vladimir Putin tapped a civilian economist as his surprise new defense minister on Sunday in an attempt to gird Russia for economic war by trying to better utilize the defense budget and harness greater innovation to win in Ukraine. More than two years into the conflict, which has cost both sides heavy casualties, Putin proposed Andrei Belousov, a 65-year-old former deputy prime minister who specializes in economics, to replace his long-term ally, Sergei Shoigu, 68, as defense minister. That, said Peskov, meant it was vital to ensure such spending aligned with and was better integrated into the country's overall economy, which was why Putin now wanted a civilian economist in the defense ministry job. Putin's move, though unexpected, preserves balance at the top of the complex system of personal loyalties that make up the current political system.

If Israel were to proceed with a major ground operation into Rafah, it would be going against months of warnings from the US to forego a full-scale offensive into the densely populated city. Going “headlong into Rafah” could have dire consequences, Secretary of State Antony Blinken warned on Sunday. “They couldn’t launch an attack of that scale today.”“Their weapons production factories underground have been eliminated. However, the Biden administration has been ramping up the pressure on Israel to start focusing much more in earnest on post-war Gaza plans – so far, to little effect. Blinken publicly called on Israel to engage more seriously on developing a plan for post-war Gaza over the weekend.

In a future war, electronic warfare and anti-satellite weapons could leave the US military without GPS, a critical tool for navigation and targeting. Blinken and Sullivan both said Biden made the determination because he didn’t want American weapons used in what he estimates would be a bloody, ill-advised operation. At the same time, they sought to rebut claims from Republicans and pro-Israel Democrats that Biden was leaving Israel to fend for itself. Despite American warnings dating back months about the wisdom of a ground invasion into Rafah, Israel appears poised to continue advancing on the city and has issued evacuation orders for some of the 1.4 million civilians estimated to be sheltering there. That is partly why Biden determined that American weapons should not be used in a Rafah offensive. We treat Israel, one of our closest allies and partners, just as we would treat any other country,” Blinken said on NBC.

Anti-tank fortifications known as dragon’s teeth, the pyramids are a sign of the new defenses Ukraine is building in the south against an anticipated Russian offensive. In a village nearby, residents were focused on a more immediate task: collecting donations of building supplies.
