Nov 27 (Reuters) - Delfin Midstream Inc said on Monday it had entered into a long-term liquefied natural gas (LNG) supply agreement with global commodity trader Gunvor. Delfin said in a news release its LNG plant in Louisiana will supply between 500,000 to 1 million tonnes of LNG per annum to Gunvor on a free-on-board basis at Delfin Deepwater Port for at least 15 years. Delfin has been developing the Delfin LNG Deepwater Port project supporting up to four floating LNG vessels with a combined export capacity of about 13.3 million tons per annum (MTPA), the release said. The company secured commercial agreements for LNG sales, liquefaction services and is in the final phase towards final investment decisions (FID) on its first three floating LNG vessels, the release added. "Through this order, Norfolk Southern will take a thorough look at the waterways to ensure there are no lasting impacts from the derailment," EPA Regional Administrator Debra Shore said. Norfolk Southern said the order "formalizes the continuation of work that has been ongoing since the derailment under a different regulatory scheme. Norfolk Southern remains cooperative, working with EPA and Ohio EPA at the site, and will continue to address derailment-related impacts in the waterways of Sulphur and Leslie Runs." (Reuters) - The Electric Reliability Council of Texas (ERCOT) issued a Request for Proposal (RFP) on Monday to increase operating reserves adding up to an additional 3,000 MW for the upcoming winter peak load season. The RFP seeks capacity from both dispatchable generation and demand response solutions to cover the period of Dec. 1, 2023, through Feb. 29, 2024, the Texas power grid operator added. The capacity request was informed by several factors, mainly significant peak load growth since last winter, proposed retirements of dispatchable generation resources, and extreme winter weather events, added the grid operator. ERCOT which operates the grid for more than 26 million customers hit an all-time high of 85,435 MW on Aug. 10, due to the brutal heat wave. Winter Storm Elliott brought sub-freezing temperatures and extreme weather alerts to about two-thirds of the United States knocking out power for more than 1.5 million homes and businesses.

On Tuesday, Australia's weather bureau said that El Nino indicators had strengthened and the weather event would likely develop between September and November, bringing hotter and drier conditions to Australia. (Reuters) - The U.S. Department of Health and Human Services (HHS) on Wednesday declared a public health emergency (PHE) for the state of Georgia to deal with the ramifications of Hurricane Idalia. The hurricane hit Florida's Gulf Coast in late August with fierce winds, torrential rains and pounding surf before turning to southeastern Georgia, where floodwater trapped some residents in their homes. With the PHE declaration, healthcare providers and suppliers will have greater flexibility in meeting emergency needs of people covered by the Medicare and Medicaid health plans, the HHS said. "We are working closely with state and local health authorities, as well as our partners across the federal government, and stand ready to provide additional public health and medical support," said health secretary Xavier Becerra.
