CNN —Iraq has passed a new law that penalizes same-sex relations with up to 15 years in prison, a move condemned by rights advocates as the latest attack on the country’s LGBTQ community. It began Wednesday when Rachel Mitchell, the Republican county attorney for Maricopa County, Ariz., said at a news conference that she would not send the man, Raad Almansoori, back to New York to face murder charges. The reason, she said, was that Alvin L. Bragg, Manhattan’s Democratic district attorney, could not be trusted to keep Mr. Almansoori behind bars. Mr. Bragg, she said, is too lenient on “violent criminals.”The case was swiftly swept up into national politics, where both prosecutors have played major roles, prompting a volley of bitter cross-country exchanges. In a radio interview Thursday, Ms. Mitchell criticized Mr. Bragg’s handling of a case involving seven migrants arrested in New York City and charged with assaulting two police officers in Times Square last month. All seven are now in jail.

Arizona is refusing to extradite a suspect wanted in a murder case in New York City. But the murder rate in Phoenix is actually higher than in New York, according to police data. BEIRUT (AP) — The militant Hezbollah group fired more than 50 rockets at military posts in northern Israel on Thursday, a day after an Israeli airstrike on a home in southern Lebanon killed five of the group’s senior fighters. The waves of rockets sent over the border represented one of the most intense bombardments since Hezbollah started attacking Israeli posts in the country's north at the beginning of the Israel-Hamas war. The war was triggered by an Oct. 7 Hamas attack on southern Israel that left about 1,200 people dead, most of them civilians, and resulted in about 240 hostages getting taken to Gaza. The deaths bring the number of Hezbollah fighters who have been killed in seven weeks of fighting to at least 83. Kataib Hezbollah is allied with Lebanon's Hezbollah but the groups have different leaders.

Just two months after surprising markets by announcing oil output cuts, officials from OPEC, Russia and other countries meeting in Vienna this weekend find themselves pondering whether they need to dial down production again. Their goal would be to prop up a market that has turned negative. Oil prices since mid-April have fallen more than 12 percentpushing Brent crude to about $76 a barrel and West Texas Intermediate to $71.70. The main reason for the slump: Persistent fears of a slowdown in the global economy that, in turn, has created worries among investors and traders about weaker demand for oil and other commodities. “They are faced with a market that is doggedly bearish,” said Raad Alkadiri, managing director for energy, climate and resources at Eurasia Group, a political risk firm.

The court decision, issued on Dec. 15 in a case brought by Lebanese depositors against leading lender Bank Audi, overturned a lower district court's decision that said Beirut courts had "exclusive jurisdiction" to try cases against Lebanese banks. A district court dismissed their claim on the reasoning that such cases should only be heard by Lebanese courts. There was no immediate response from Bank Audi in Beirut to a request for comment filed outside business hours. Jeffrey Rotenberg, a lawyer from DLA Piper representing Bank Audi in the case, said the decision was "non-precedential." Abdelsater said the Raads wanted access to $17 million they had in savings at Bank Audi.
