Financial transactions around the world were affected by a tech outage on Friday, hampering operations as workers at several firms struggled to log into their corporate systems. Employees at companies including JPMorgan Chase and Instinet, a brokerage firm owned by the Japanese bank Nomura, have had trouble gaining access to their work stations, according to people with knowledge of the matter who spoke on condition of anonymity. That has led to delays in some trades, though the companies have been working on workarounds, the people said. The London Stock Exchange said that its RNS corporate news service was unable to publish, citing a “third-party global technical issue” that it was investigating. The exchange operator added that the matter was not affecting securities trading and other services.

An update by cybersecurity firm CrowdStrike led to a major outage on Friday, the company told NBC, which impacted businesses globally. CrowdStrike said it is now in the process of rolling back the update that caused the issue. The confirmation came after widespread reports of technical issues across the world. Australian telecom firm Telstra said global issues affecting CrowdStrike and Microsoft were disrupting some of its systems. NBC Universal is also being affected by the CrowdStrike outage.

BY THE NUMBERS: The nursing home industry takes in nearly $100 billion a year from U.S. taxpayers, yet many understaff their facilities, the White House said. The new rule proposes that facilities have a registered nurse (RN) on site around the clock. A nursing home would need two registered nurses for each eight hour shift and 10 nurse aids per eight-hour shift, the White House said. To meet the requirements, 68% of nursing homes would have to hire nurse aides and 36% of nursing homes would have to hire RNs, it said.

On Monday, Danish and Swedish authorities detected three severe leaks affecting the four Nord Stream pipelines, which run from Russia to Germany through the Baltic Sea. Before Russia invaded Ukraine, Nord Stream was intended as the main artery for natural-gas exports from Russia to Europe. The US Central Intelligence Agency warned Germany weeks ago about potential attacks on Nord Stream, German magazine Der Spiegel reported Tuesday.
