CNN —House Republicans have sent to the Senate two articles of impeachment against Homeland Security Secretary Alejandro Mayorkas, a step that launches a trial in the Senate as GOP lawmakers seek to highlight President Joe Biden’s handling of immigration policy. House Republicans do not have the votes or concrete evidence to impeach Biden given their razor-thin majority, leaving that separate impeachment inquiry stalled. The House of Representatives, by an extremely narrow margin, voted Tuesday to impeach Homeland Security Secretary Alejandro Mayorkas, the first Cabinet secretary to be impeached in almost 150 years. The Department of Homeland Security said that House Republicans “will be remembered by history for trampling on the Constitution” following the vote to impeach. “Secretary Mayorkas and the Department of Homeland Security will continue working every day to keep Americans safe,” the statement said. Ken Buck, Tom McClintock, and Mike Gallagher are three House Republicans who voted against impeaching Mayorkas. Mayorkas has sent a letter to House Republicans to defend his record in public service in advance of the vote.

There are no active House lawmakers. Other business in the House is paralyzed, as well, and the rules that previously governed the lower chamber have expired. Some members worry they and their staff members will stop receiving paychecks if the new Republican majority remains unable to elect a speaker. Incoming House Rules Committee Chair Tom Cole, R-Okla., said members are expecting to get paid through Jan. 13. Some lawmakers are asking questions about whether their staffers will be covered by health care if the Republican impasse drags on.
