DUBAI, United Arab Emirates (AP) — Vice President Kamala Harris engaged in a speed round of diplomatic talks with Arab leaders on Saturday where she focused on shaping the outlook for a post-conflict Gaza while calling on Israel to do more to protect Palestinian civilians from the “devastating” bombardment. She made a hastily planned trip to the United Arab Emirates as the top American representative at the U.N. climate conference but the Israel-Hamas war was a main objective of her visit. She met with leaders of the United Arab Emirates, Egypt and Jordan and spoke by phone with Qatar’s emir. Then she swept briskly through the hallway to a waiting motorcade to take her nearby for meetings with Arab leaders. The vice president said she also talked with Arab leaders about three key elements for a post-conflict Gaza: reconstruction, security and governance.

Palestinian intelligence officials would be provided with target information by Israel, and Palestinian forces would be expected to take on missions previously conducted by the Israel Defense Forces to detain those targets. Even worse, in 2008 and ’09, when Israel’s Operation Cast Lead, which resulted in over 1,300 Palestinian deaths in Gaza, sparked protests in the West Bank, it was the Palestinian Authority Security Forces that physically stood between demonstrators and the Israel Defense Forces. In hindsight, it was perhaps the death knell for the legitimacy of the Palestinian Authority in the eyes of its people. The United States could also start conditioning its military assistance to Israel (as it does for many other recipients) on certain verifiable political conditions being met. Doing so would require structuring assistance in a way that enables Palestinian society control over its own security forces.

JENIN, West Bank, July 12 (Reuters) - Palestinian President Mahmoud Abbas visited the West Bank city of Jenin on Wednesday, days after three of his senior officials were forced to flee a funeral by crowds furious at their response to an Israeli assault days earlier. The anger of the crowd at the funeral for fighters killed in the two-day long Israeli operation highlighted the deep unpopularity of the Palestinian Authority and the widening rifts among different Palestinian factions. The 87-year-old Abbas, who has rebuffed pressure to step down, visited the cemetery where the funeral was held, at the entrance to the Jenin refugee camp. "The heroic Jenin camp stood against the aggression sacrificed its casualties and offered all it has for the sake of the homeland," Abbas said. RAMALLAH, West Bank—Palestinian Authority security forces clashed with armed groups and gangs of young men who were hurling stones in the city of Nablus on Tuesday, as unrest intensified in the West Bank amid a series of Israeli military raids and arrests of militants. The early-morning gunbattles left at least one Palestinian dead and demonstrated how the Western-backed Palestinian Authority is losing control of northern parts of the West Bank, where officials say there is a growing but diffuse movement that is hostile to both the Israeli occupation and a Palestinian governing body seen by many of its subjects as corrupt and ineffective.
