Sovereign AI is "more driven by the industry naming it that, than it is from the policymakers' side," Gow said. On Wednesday, Denmark laid out a landmark white paper outlining how companies can use AI in compliance with the incoming EU AI Act — the world's first major AI law. How regulation fueled a mindset shiftThat's not to say regulations haven't proven an important factor in getting tech giants to think more about building localized AI infrastructure within Europe. The concept of AI sovereignty is also getting buy-in from local European tech firms. Orange hasn't yet selected a partner for these sovereign AI model ambitions.

Igor Golovniov | Sopa Images | Lightrocket via Getty ImagesMicrosoft was accused Friday of abusing the dominance of its Azure cloud computing unit to squeeze a — and, in some cases, evaporate — the profit margins of rival cloud platforms in Europe. Under those rules, Microsoft required firms to purchase a Software Assurance license and "mobility rights" if they wanted to deploy their Microsoft software on hosted cloud services offered by rival providers. It also formed the basis of an investigation from the European Commission seeking to determine whether Microsoft's cloud practices are anti-competitive. But the growth of the unnamed cloud vendor's profit margins didn't match Microsoft's, and in fact the competing cloud vendor saw their margins fall from a positive mid-twenties percentage in 2018 to double-digit negative profit margins in 2023. The biggest decline in profit margins for this cloud firm occurred in 2019, the same year Microsoft changed its licensing terms to favor licensing software on Azure, the CISPE said.

REUTERS/Sarah Meyssonnier Acquire Licensing RightsOct 25 (Reuters) - OVHcloud (OVH.PA) on Wednesday forecast lower organic growth in the next fiscal year, citing uncertain macroeconomic conditions continue to dent the French cloud services provider's operations. OVH sees its revenue in the 2024 fiscal year to rise by 11-13%, while analysts in a company-compiled poll expect full-year revenue growth of 14.7% on average. Revenue in the year rose 13.4% to 897 million euros ($950.91 million), a touch below 899.8 million seen by analysts, OVH said. This came in line with its latest forecast for a 13-14% full-year growth.

OVHcloud cuts sales growth target citing economic conditions

April 19 (Reuters) - French cloud services provider OVHcloud (OVH.PA) on Wednesday trimmed its forecast for full-year revenue growth, citing the macroeconomic context and delays in certain projects. The company now sees organic revenue growth between 13% and 14% in 2023, against a previous outlook of growth in range of 14%-16%. Societe Generale analyst Derric Marcon earlier this week pointed to an interview this month where Amazon's (AMZN.O) CEO suggested a continued slowdown in AWS, the U.S. company's cloud services arm. OVHcloud updated its adjusted core profit (EBITDA) margin target for full-year 2023, forecasting that it will be above 36%, against a previous forecast for it to be in line with the 39.0% posted in 2022. It reported half-year sales of 439 million euros ($481.41 million), broadly in line with the 437.3 million expected on average in a company-provided poll.
French cloud computing services OVHcloud (OVH.PA), Italy's Aruba SpA and the Danish Cloud Community are the parties involved in the final stages of settling with Microsoft and the announcement could come in this week, the report added. Microsoft is facing an antitrust complaint filed by the three European rivals in the booming cloud computing business. The complaint, filed with the European Union's competition watchdog, alleges that Microsoft's contractual and business practices make it costly and difficult for users of its cloud computing services to opt for those of a competitor. Microsoft, OVHcloud and Aruba SpA did not immediately respond to Reuters' queries. The Danish Cloud Community declined to comment on the report.
BRUSSELS, March 28 (Reuters) - Microsoft (MSFT.O) has offered to change its cloud computing practices to settle antitrust complaints filed by its smaller rivals, a person with direct knowledge of the matter said on Tuesday, a move that will stave off an EU investigation. French cloud computing services provider OVHcloud (OVH.PA), Italian cloud service provider Aruba and a Danish association of cloud service providers had complained to the European Commission about Microsoft's cloud practices and licensing deals. Microsoft said: "We are grateful for the productive conversations that led us there and appreciate the feedback that we have received since." Trade group CISPE, which counts cloud computing market leader Amazon.com Inc (AMZN.O) as one of its members, said it was not part of the settlement. Reuters reported last week that rivals wanted Microsoft to do more to resolve their complaints after an initial offer fell short.

French cloud computing services provider and complainant OVHcloud (OVH.PA) is also waiting for a more concrete proposal from Microsoft, a person with direct knowledge of the matter said. Resolving the complaints with the companies could help Microsoft stave off a possible EU antitrust investigation that could lead to a fine as much as 10% of its global turnover. The complaints by OVHcloud, Italian cloud service provider Aruba and a Danish association of cloud service providers focused on Microsoft's cloud practices and licensing deals. "We are grateful for the productive conversations that led us there and appreciate the feedback that we have received since," a Microsoft spokesperson said. Cispe's members include cloud computing market leader Amazon.com Inc (AMZN.O).
March 20 (Reuters) - French software firm OVHcloud (OVH.PA) has launched its first data centre in India as it expands in the Asia-Pacific region aiming to capitalise on growing cloud adoption amid heightened concerns over data privacy, it said on Monday. The new data centre in Mumbai will provide Indian businesses with local computer and storage infrastructure to meet changing data compliance needs as India digitalises and pushes for more data protection, OVH said. "The Indian market is a very...fast-growing market," CEO Michel Paulin told Reuters, adding OVH had already sold a few hundred servers. "We will continue to recruit in India," Paulin said, adding OVH had created jobs last year in Mumbai to prepare the launch and implement the technical infrastructure. But the need for digital and cloud solutions was still there, Paulin said.
Nov 25 (Reuters) - The European Investment Bank has granted OVHcloud (OVH.PA) a 200 million euro ($208.18 million) loan to support the French software group's expansion in Europe, they said in a joint statement on Friday. The funding will support OVHcloud's plan to ramp up international development by opening 15 new data centres, of which 10 will be located in Europe, by the end of 2024. The loan is the first financing granted by the European Investment Bank to a pure cloud market player for a maximum amount, and is in line with the European Union's strategy to strengthen the continent's autonomy in new technologies, the EIB and OVHcloud said. Oct 26 (Reuters) - French cloud services company OVHcloud (OVH.PA) forecast on Wednesday flat profit margins in its full-year to end-August 2023 even as revenue is expected to grow, as price hikes only partially offset rising energy costsOVH said it expects adjusted EBITDA margin growth to be inline with 2022 levels and organic revenue would grow 14-16%, although it said it has not seen any change in its customer behaviour following its price increases. It cautioned though of rising costs, forecasting electricity costs in 2023 will account for around a mid- to high-single digit percentage of its revenue, up from mid-single digit in 2022. The company posted revenues of 788 million euros ($784 million) in the full year to end-August, up 18.8% year-on-year, and higher than the 781 million average forecast from a company provided consensus.
