At a high point for Ukraine in its war against Russia, when its army was sweeping Russian forces from the country’s northeast, a small-town police chief proudly hung a Ukrainian flag on his newly liberated city hall. A year and a half later, the policeman, Oleksiy Kharkivskyi, was dashing into the burning ruins of the same town, Vovchansk, last week to evacuate its few remaining residents as Russian forces closed in. “Everywhere they come is just razed to the ground,” Mr. Kharkivskyi said of the advance of the Russian troops, who have returned to the region with a scorched-earth ferocity, setting in motion one of the largest displacements of people since the first months of the war. Russian troops punched across the border between Russia and Ukraine this month and pushed toward Ukraine’s second-largest city, Kharkiv, which has a population of about a million people. Military analysts say Russia lacks the troops to capture the city but could advance to within artillery range, touching off a larger flow of refugees.

Senator Chuck Schumer, Democrat of New York and the majority leader, plans next month to fast-track a Senate vote on a bill to protect access to contraception nationwide, the start of an election-year push to highlight Republicans’ record of opposing reproductive rights that voters view as at risk of being stripped away. The Right to Contraception Act is expected to be blocked in the closely divided Senate, where most Republicans are against it. But a vote on the bill is a crucial plank of Democrats’ strategy as they seek to protect their majority in the Senate, in part by forcing G.O.P. Access to contraception is a constitutional right regarded by many voters as possibly the next to go after the Supreme Court’s overturning of Roe v. Wade. Glenn Youngkin, a Republican, vetoed legislation to protect access to contraception.

A key adviser to Robert F. Kennedy Jr. is stepping away from his presidential campaign, citing an “increasingly hateful and divisive atmosphere” that “no longer aligns with my values.”Angela Stanton King, the campaign’s adviser for Black engagement, announced her departure in a statement on social media on Tuesday evening, five months after she was added to the campaign’s payroll. In a text message, Ms. Stanton King said she had “switched to an informal role.” Asked for the reason for the switch, she pointed to her statement on social media. “The increasingly hateful and divisive atmosphere no longer aligns with my values.”The Kennedy campaign did not respond to multiple requests for comment. Ms. Stanton King was a high-profile figure in the Kennedy campaign, appearing with Mr. Kennedy and Nicole Shanahan, his running mate, on the campaign trail and addressing crowds at rallies. In Ms. Shanahan’s debut campaign event in Houston this month, Ms. Stanton King spoke at length and introduced the candidate to the crowd, saying, “I don’t fall in love with a lot of people, but I fell in love with Nicole.”

Former President Donald J. Trump and the Republican Party out-raised President Biden and the Democrats last month for the first time in this election cycle, according to campaign officials, as Mr. Biden’s pace of fund-raising slowed significantly from March. Mr. Trump’s advisers have said privately that his campaign, together with the Republican Party and all of their affiliated committees, raised $76.2 million in April. The Biden campaign said on Monday evening that it had raised $51 million in April with the Democratic National Committee — which was just over half as much as they raised in March, and also a touch less than they raised in February. In filings with the Federal Election Commission on Monday, Mr. Biden’s campaign committee reported taking in $24.2 million in April, compared with $43.8 million in March.

Republicans are using their majority in Congress to reinforce former President Donald J. Trump’s false claims of widespread illegal voting by noncitizens, sowing the seeds of an effort to delegitimize the outcome of the 2024 election if Mr. Trump loses by pushing legislation that purports to crack down on a problem that barely exists. House Republicans have introduced a series of bills to take aim at voting by noncitizens, which is already a felony in federal elections, where those who study the issue say it almost never occurs. This week, they are planning to push through a bill that would roll back a District of Columbia law allowing noncitizens to vote in local elections, which they contend is needed to prevent Democrats from expanding the practice to other jurisdictions. And Republicans are advancing another measure that would require states to obtain proof of citizenship, such as a birth certificate or passport, when registering a person to vote. The legislation has virtually no chance of becoming law, but it serves to amplify one of Mr. Trump’s favorite pre-emptive claims of election fraud.

One of former President Donald J. Trump’s closest foreign policy advisers, Robert O’Brien, met with Prime Minister Benjamin Netanyahu of Israel on Monday as part of a delegation of former Trump officials that visited a number of Israeli leaders. Mr. O’Brien, who served as national security adviser to Mr. Trump and is expected to play a significant role in any second Trump administration, was joined in the meetings by two other former Trump officials — the former ambassador to the United Arab Emirates, John Rakolta, and the former ambassador to Switzerland, Ed McMullen. The members of the delegation were described by Marshall Wittmann, a spokesman for the American Israel Public Affairs Committee, the pro-Israel lobbying group whose affiliate, the American Israel Education Foundation, funded and organized the trip. In a brief phone interview, Mr. O’Brien said he had wanted to visit Israel ever since the Hamas-led attack on Oct. 7 to express his “solidarity for Israel and the Jewish people.”Mr. O’Brien said Mr. Trump was aware of his trip to Israel, but he said the former president had not asked him to go or directed him to say anything to Mr. Netanyahu. He said he was there as a “private citizen,” adding that he did express his view to Mr. Netanyahu that the Hamas terrorist attack would never have happened if Mr. Trump were still president.

Senator Chuck Schumer, Democrat of New York and the majority leader, plans to push forward this week with a second vote on a bipartisan border enforcement bill that Senate Republicans killed earlier this year at the urging of former President Donald J. Trump. The measure is almost certain to be blocked again, but Democrats hope to use the failed vote to sharpen an election-year contrast with the G.O.P. on a critical issue that polls show is a major potential liability for President Biden and their candidates. Democrats will aim to neutralize the issue by showing voters that they and Mr. Biden have tried to get migration at the U.S. border with Mexico under control, but have been thwarted repeatedly by Republicans following the lead of Mr. Trump. “On cue, many of our Republican colleagues abruptly reversed course on their prior support, announcing their newfound opposition to the bipartisan proposal.”

Along with Sutskever, Leike oversaw the company’s so-called superalignment team, which was tasked with making sure products didn’t become a threat to humanity. The Portal is back. In less than a week since its unveiling on May 8, the Portal had “attracted tens of thousands of visitors,” the installation’s organizers said in a statement. Then, on Sunday, at 2 p.m. local time in Dublin, the Portal returned, without much fanfare. Located just off O’Connell Street, next to a statue of the Irish writer James Joyce, the big round screen sits close to a busy thoroughfare in the center of Dublin. What the crowd saw seemed to be equal parts exciting and underwhelming: an empty street in the Flatiron district with the occasional commuter or dog walker.

James L. Greenfield, an urbane journalist who covered postwar world affairs for Time magazine, served as a State Department official in the Kennedy and Johnson administrations, and for nearly 25 years was a senior editor of The New York Times, died on Sunday at home in the rural town of Washington, Conn. The cause was kidney failure, his wife, Ene Riisna, said. As a foreign and diplomatic correspondent with an insider’s savvy about the workings of Washington, Mr. Greenfield was well placed for a career that took him from the globe-trotting reporter’s life in Europe and Asia into the company of world leaders as a government spokesman and then to the top echelons of the Times newsroom. A protégé of A.M. Rosenthal, a rising star who later became executive editor, Mr. Greenfield was hired by The Times in 1967 and soon became a focus of controversy through no fault of his own. Seeking to rein in the relative independence of The Times’s Washington bureau, Mr. Rosenthal in 1968 urged the publisher, Arthur O. Sulzberger, to name Mr. Greenfield bureau chief, replacing the popular Tom Wicker, who also wrote a political column.
