This time, though, Democrats in both chambers involved in the impeachment case said they expected the delay to be brief. The House was waiting, at least in part, to determine the outcome of negotiations between Senate Democrats and Republicans over the shape of a highly unusual proceeding. Mr. Cramer said he did not want to convict Mr. Trump, but would consider voting in favor of disqualifying him from holding future office. The Senate could apply that punishment by a simple majority vote, but only if two-thirds of senators first found Mr. Trump guilty. That would take 17 Republicans joining all 50 of the Senate’s Democrats to vote to convict.

Since Mr. McConnell said on Wednesday that he would not agree, the trial cannot start until after Mr. Biden is president. Conviction in an impeachment trial would not automatically disqualify Mr. Trump from future public office. Widen After Impeachment Vote Some House Republicans have called on Representative Liz Cheney to resign from her leadership post after she voted to impeach President Trump. That means the trial will not effectively start until after Mr. Biden is sworn in on Wednesday, officials involved in the planning said. Speaker Nancy Pelosi of California has discretion over when to transmit the article of impeachment, formally initiating the Senate proceeding. With Republicans fractured after the president’s bid to overturn the election inspired a rampage, many of them were trying to gauge the dynamics of a vote to convict Mr. Trump. Ms. Cheney had joined nine other members of the party who voted with Democrats to charge the president with “incitement of insurrection.”Most Senate Republicans stayed publicly silent about their positions. But Senator Lisa Murkowski, Republican of Alaska and one of the president’s leading critics, signaled on Thursday that she was among a small group in her party so far considering convicting Mr. Trump.

Trump Impeached for Inciting Insurrection

Some Republicans darted past the machines without stopping, setting the alarms wailing. The House’s action set the stage for the second Senate trial of the president in a year. But this time, Senator Mitch McConnell, Republican of Kentucky and the majority leader, was said to support the effort as a means of purging his party of Mr. Trump, setting up a political and constitutional showdown that could shape the course of American politics. If a Senate trial resulted in Mr. Trump’s conviction, it held out the prospect, tantalizing for Democrats and many Republicans alike, of barring him from ever holding office again. In the House, Democrats and Republicans who supported his ouster made no attempt to hide their fury at Mr. Trump, who was said to have enjoyed watching the attack play out on television as lawmakers pleaded for help.

ET Live Updates: Trump Shows No Contrition for Inciting Mob, Calling Remarks ‘Appropriate’ The House will vote on a resolution on Tuesday calling on Vice President Mike Pence to wrest the powers of the office from President Trump. RIGHT NOW In a tacit break with Trump, House Republicans will not formally lobby against his impeachment. They were confident they had the votes to make Mr. Trump the first president ever to be impeached twice. Representative Kevin McCarthy, left, the Republican leader, said he will “personally” oppose impeaching President Trump. Sixteen groups — some of them armed and most of them hard-line supporters of Mr. Trump — have already registered to stage protests in Washington.

Seventeen Republicans would most likely be needed to join Democrats in finding him guilty. After that, it would take a simple majority to disqualify Mr. Trump from ever again holding public office. Mr. McCarthy backed the electoral challenges Republicans lodged last week during Congress’s electoral count, voting twice to overturn Mr. Biden’s victory in key swing states even after the siege at the Capitol. Mr. McConnell had broken with Mr. Trump just as the rioters were breaching the building, warning of a descent into a “death spiral” for democracy if the efforts were to prevail. Mr. Trump has shown no trace of contrition.

In selecting Mr. Burns, Mr. Biden is turning to an experienced diplomat with whom he has a long relationship. The two men have worked together on various foreign policy issues, not just during the Obama administration, but also while Mr. Biden led the Senate Foreign Relations Committee. In past administrations, there have often been tension between the director of national intelligence and the C.I.A. Mr. Burns was considered a likely candidate to run the State Department in the incoming Biden administration. He could prove critical in aiding Mr. Biden in restarting discussions with Tehran after Mr. Trump withdrew from the nuclear deal in 2018.

House Sets Impeachment Vote to Charge Trump With Incitement

The vice president had already indicated that he was unlikely to act to force the president aside, and no one in either party expected Mr. Trump to step down. With that in mind, Democrats had already begun preparing a lengthier impeachment report documenting the president’s actions and the destruction that followed to accompany their charge. They were confident they had the votes to make Mr. Trump the first president ever to be impeached twice. The impeachment article invoked the 14th Amendment, the post-Civil War-era addition to the Constitution that prohibits anyone who “engaged in insurrection or rebellion” against the United States from holding future office. Mr. McCarthy remained personally opposed to impeachment and tried to hold his conference together during a lengthy call on Monday afternoon.

ET Presidential Transition Live Updates: Push to Impeach Trump Continues to Gain Momentum Representative Ted Lieu said that the article of impeachment drafted by him and other House Democrats had drawn over 190 co-sponsors. Representative Hakeem Jeffries and other members of New York’s congressional delegation have called for swift impeachment of President Trump. “A second impeachment, only days before President Trump will leave office, is as unnecessary as it is inflammatory,” the lawmakers wrote. If the House did impeach, and the Senate put Mr. Trump on trial, at least 17 Republicans would most likely have to join the Democrats to win a conviction. Senator Patrick J. Toomey, Republican of Pennsylvania, said President Trump had effectively “disqualified himself” from ever running for office again.

ET Presidential Transition Live Updates: House Could Delay Sending Impeachment Article to Senate, Clyburn Says The House could vote as soon as Tuesday on charging President Trump with inciting a mob that attacked the Capitol. Senator Patrick J. Toomey of Pennsylvania became the second Republican senator to call for Mr. Trump to resign. Representative Hakeem Jeffries and other members of New York’s congressional delegation have called for swift impeachment of President Trump. Parler is one of several upstarts that have courted President Trump’s supporters with promises of “unbiased” and “free speech” social networks. Many followers believe that President Trump is secretly battling a criminal band of sex traffickers.

“Let’s give President-elect Biden the 100 days he needs to get his agenda off and running,” Mr. Clyburn, an influential ally of Mr. Biden, said in another interview on CNN. Mr. Biden has tried to keep a distance from the impeachment issue. But publicly he has said that the decision rests with Congress, and that he intends to remain focused on the work of taking over the White House and the government’s coronavirus response. “In 10 days, we move forward and rebuild — together,” Mr. Biden wrote on Twitter on Sunday. At the White House, Mr. Trump remained out of sight for a fourth straight day and made no public comment on either the assault on the Capitol or the brewing impeachment threat.

ET Live Updates: Twitter Bans Trump Account, Resignations Grow and Impeachment Threat Looms House Democrats intend to introduce an article of impeachment on Monday charging President Trump with “willfully inciting violence against the government of the United States.” President-elect Joe Biden prioritizes the economy, saying there is a “a dire, dire need to act now.”Democrats ready impeachment charge against Trump for inciting the mob. The threat was part of an all-out effort by furious Democrats, backed by a handful of Republicans, to pressure Mr. Trump to leave office in disgrace after the hourslong siege by his supporters on Wednesday on Capitol Hill. At least one Republican, Senator Lisa Murkowski, Republican of Alaska, followed Ms. Pelosi’s lead and told The Anchorage Daily News that she was considering leaving the Republican Party altogether because of Mr. Trump. Among enraged Democrats, an expedited impeachment appeared to be the most attractive option to remove Mr. Trump and register their outrage at his role in encouraging what became an insurrection. The sweeping clampdown on asylum would have prevented a large swath of people from qualifying for protection in the United States by narrowing eligibility.

How to Impeach a President in 12 Days: Here’s What It Would Take

There’s nothing preventing a second impeachment of Mr. Trump. Only three American presidents have ever been impeached, including Mr. Trump. But there appears to be nothing in the Constitution stopping Congress from impeaching a president again on a new set of charges. With Mr. Trump set to leave office on Jan. 20, one of the biggest political and logistical hurdles is the calendar. In this case, since Congress is just beginning and committees have not yet even formed, doing so may be the only practical option.

Democratic senators weighed in with support, and some Republicans appeared newly open to the idea. Senator Ben Sasse of Nebraska indicated he would be amenable to considering articles of impeachment at a trial. Even Senator Mitch McConnell, the majority leader and one of Mr. Trump’s most influential allies for the past four years, told confidants he was done with Donald Trump. Others worried that Mr. Trump’s base would rally more forcefully around him if Democrats pushed forward with impeaching him again, undermining their goal of relegating the 45th president to the ash heap of history. Republicans who only days before had led the charge to overturn Mr. Trump’s electoral defeat said impeaching him now would shatter the unity that was called for after the Capitol siege.

President Trump issued a statement saying there would be an “orderly transition” on Jan. 20. The whole number of electors appointed to vote for vice president of the United States is 538. By day’s end, some Republicans discussed removing Mr. Trump under the 25th Amendment rather than wait two weeks for the inauguration of President-elect Joseph R. Biden Jr. Trump supporters gathered outside the Texas State Capitol in Austin on Wednesday.
