A federal judge in Louisiana issued a preliminary injunction blocking the Biden administration from pausing new oil and gas leases on federal land. Judge Terry A. Doughty of the U.S. District Court in Monroe said the administration doesn’t have the legal right to stop leasing federal territory for oil and gas production without approval from Congress. The judge, appointed by former President Donald Trump, also said that states suing the federal government—largely southern and coastal states—will be harmed immediately as the pause prevents them from collecting lease bids and bonuses from oil and gas prospectors. The suit was filed by the states of Louisiana, Alabama, Alaska, Arkansas, Georgia, Mississippi, Missouri, Montana, Nebraska, Oklahoma, Texas, Utah, and West Virginia. Mr. Biden, during his first week in office, directed the Interior Department to suspend the program, among several new initiatives aimed at addressing climate change.

Biden in January signed an executive order putting a hold on new oil and gas leasing auctions pending a review of the program. But if that person employs tax avoidance strategies in the absence of any other virtuous behaviors, then the tax avoidance is likely to be seen and rationalized as unethical.

Vaccination rates for children 12 to 17 have surged in the Northeast and lagged in the South, one month since the first Covid-19 vaccines were cleared for ages 12 and up, according to an NBC News analysis. And in Connecticut, Maine, Maryland, New Hampshire and Rhode Island, more than 40 percent of 12- to 17-year-olds have received one shot. Just over 7 percent of Mississippi 12- to 17-year-olds have received their first dose, and less than 10 percent of that age group in Louisiana. In the Midwest, teenage Covid-19 vaccination rates for the first dose hover around 25 percent. NBC News calculated teenage vaccination rates by subtracting first dose vaccinations for adults 18 and up from those 12 and up.

Energy infrastructure company TC Energy said on Wednesday it had terminated the $9 billion Keystone XL pipeline project, months after U.S. President Joe Biden revoked a key permit in a blow to Canada’s oil sector. Keystone XL, which would have been under construction this year, was expected to carry 830,000 barrels per day of Alberta oil sands crude to Nebraska. “We remain disappointed and frustrated with the circumstances surrounding the Keystone XL project, including the cancellation of the presidential permit for the pipeline’s border crossing,” Alberta Premier Jason Kenney said in a statement. TC Energy said it would continue to coordinate with regulators, stakeholders and Indigenous groups to meet its environmental and regulatory commitments and ensure a safe termination of and exit from the project. The company swung to a loss in the first quarter, hit by C$2.2 billion ($1.81 billion) impairment charges related to the suspension of the Keystone XL project.
