CNN —India’s second nuclear-capable ballistic missile submarine joined its naval fleet late last month, a move the government says strengthens its nuclear deterrent as New Delhi casts a wary eye at both China and Pakistan. The de facto border between India and China, known as the Line of Actual Control, has been a longtime flashpoint between the two. India’s next ballistic missile subs could be years away, however, if history is any predictor of the future. Arighaat was launched almost seven years ago, and if that timeline from launch to commissioning applies to the next Indian ballistic missile sub, it won’t join the service until 2030. The meeting, between US Defense Secretary Lloyd Austin and China’s Minister of National Defense Adm. The Kremlin has fired its top naval commander, the biggest fallout yet from a series of devastating attacks by Ukraine on Russia’s Black Sea Fleet, according to a Ukrainian and a Western official. There has been a stony silence from Moscow after Ukraine's claims Monday that a missile strike it carried out on the headquarters of Russia's Black Sea Fleet in Sevastopol last Friday killed 34 Russian officers, including the commander of the fleet, and wounded 105 others. Russia has not publicly commented on Ukraine's claims which, if proven, would represent a severe blow to Russia's naval command. Ukraine's Special Operations Forces said on Telegram Monday that its strike meant that the headquarters could not be restored. It said the number of fatalities had been so high "given that the Minsk large landing ship was supposed to go on combat duty the next day, the personnel were present at the ship. CNBC was unable to immediately verify the information in the post and it's uncertain how Ukraine arrived at the figure for the Russian dead and wounded.

North Korea celebrates its founding day on Sept. 9, known as the Day of the Foundation of the Republic, and this year will mark the 75th anniversary since the peninsula was freed from Japanese occupation. Russia has said it has nothing to say on the report, and North Korean state media have not mentioned any visit to Russia. In July, a Chinese delegation led by Chinese Communist Party Politburo member Li Hongzhong visited Pyongyang and attended a military parade commemorating the 70th anniversary of the end of the Korean War - the first visit by a Chinese delegation since the pandemic. Last month North Korea began allowing its citizens back into the country for the first time since 2020, when it closed its borders during the pandemic.
