Currently, three of the state’s votes are awarded to the candidate who wins each of its three congressional districts. Three EPA whistleblowers told ProPublica on Thursday that their complaints were the subject of the reports (which redact employee names). A hurricane watch and warnings of storm surges up to 15 feet high were issued Tuesday for almost all of Florida's western coastline as a potential tropical storm moves across the Caribbean Sea and towards the Gulf Coast. The hurricane watch extends from Indian Pass in north-west Florida near Panama City, down to Englewood, and includes Tampa Bay. Hurricane and tropical storm watches are now in effect for the entire western coast of the Sunshine State. A hurricane watch means that hurricane conditions are possible, and is typically issued 48 hours before the anticipated onslaught of tropical-storm-force winds and conditions. Outside of the U.S., a hurricane watch is also in effect for parts of eastern Mexico from Cabo Catoche to Tulum and Pinar del Río in Cuba.

OTTAWA, Ontario — A Canadian man detained by China for more than 1,000 days said he was put into solitary confinement for months and interrogated for up to nine hours every day, treatment he said amounted to psychological torture. Kovrig and fellow Canadian Michael Spavor were taken into custody in December 2018 shortly after Canadian police detained Meng Wanzhou, the chief financial officer of Chinese telecommunications giant Huawei, on a U.S. warrant. Kovrig noted that U.N. guidelines say prisoners should not be put into solitary confinement for more than 15 days in a row. Kovrig said there was no daylight in the solitary cell, where the fluorescent lights were kept on 24 hours a day. “It’s a combination of solitary confinement, total isolation and relentless interrogation for six to nine hours every day,” he said.

It may be early to get the Halloween decorations out for most, but in the deep waters of the Pacific Ocean spooky season is well underway. Scientists said Tuesday they had discovered a new species of ghost shark that lives exclusively in the waters off Australia and New Zealand. The Australasian Narrow-nosed Spookfish was found during research surveys in the Chatham Rise, an area of ocean floor to the east of New Zealand, according to the National Institute of Water and Atmospheric Research (NIWA) based in Auckland. Ghost sharks, also known as chimaeras, are a group of cartilaginous fish closely related to sharks and rays. This long-nosed spookfish was better researched among its kind as it is often observed on research surveys and is caught incidentally in commercial fisheries, Finucci said.

Half of registered voters plan to vote early this fall, new figures from the September NBC News poll show, with Democrats continuing to run up the score among early voters and Republicans getting stronger backing from those who plan to vote in person on Election Day. It's a smaller lead among a slightly smaller share of the electorate than Harris has over those early voters. The massive political difference of early and Election Day voters is the latest evidence of a dramatic and enduring shift in the Trump years. And with that jump came a massive partisan difference — future President Joe Biden led among early voters by 26 points in the survey, while Trump led with Election Day voters by 29 points. But while the share of voters planning to vote early has dropped between the end of 2020 and now, the major partisan split remains.

Missouri is set Tuesday to execute Marcellus Williams, a death row inmate whose case has spurred several efforts to save his life amid doubts about the evidence presented at his 2001 murder trial and the actions of a trial lawyer in the case. The attorneys are asking for the court to either find that those actions violated Williams’ rights or have a lower court address those issues. A St. Louis County circuit judge and Gayle’s family also agreed to the deal, but state Attorney General Andrew Bailey, a Republican, opposed it, and the state Supreme Court agreed. WASHINGTON — The U.S. Commerce Department on Monday proposed prohibiting key Chinese software and hardware in connected vehicles on American roads due to national security concerns, a move that would effectively bar Chinese cars and trucks from the U.S. market. The planned regulation, first reported by Reuters, would also force American and other major automakers in years ahead to remove key Chinese software and hardware from vehicles in the United States. President Joe Biden’s administration has raised concerns about data collection by connected Chinese vehicles on U.S. drivers and infrastructure and potential foreign manipulation of vehicles connected to the internet and navigation systems. The proposed prohibitions would prevent testing of self-driving cars on U.S. roads by Chinese automakers and extend to vehicle software and hardware produced by Russia and could be extended to other U.S. adversaries. An Idaho man has been charged with threatening to kill Donald Trump in phone calls made to the former president’s Mar-a-Lago resort in Florida, according to court documents. Warren Jones Crazybull, 64, of Sandpoint, made at least nine threatening phone calls to Trump’s home on July 31, according to a criminal complaint and affidavit that was first reported Monday by Forbes. Mar-a-Lago security told the Secret Service that eight additional phone calls making threats were received from the same number, the court documents said. "There have been two heinous assassination attempts on President Trump, and their violent rhetoric are directly to blame." The Secret Service determined his location using T-Mobile phone data, which located him in Montana, according to the filing.

On Monday, Israel dramatically expanded its aerial assaults on Lebanon with airstrikes that killed nearly 500 people and wounded more than 1,600. Israeli Prime Minister Benjamin Netanyahu’s government has warned of coming military strikes, but Israeli officials have not told U.S. officials whether or when a ground offensive could begin, the three defense officials said. The officials estimate a large offensive into southern Lebanon would take thousands more troops and armored vehicles, in addition to forces to hold any territory. In addition to tens of thousands of U.S. troops in the region, the Biden administration is considering options to send other military assets to the region. The conflict between Israel and Hezbollah could dash already dwindling hopes for a cease-fire deal and hostage exchange with Hamas.

An unidentified Gettysburg College student who allegedly carved a racial epithet on the chest of a teammate is no longer enrolled at the Pennsylvania liberal arts college, the school said over the weekend. "We can report now that the individual who scratched a slur onto another person is no longer enrolled at the College," the parties stated. A spokesperson for the college confirmed it, saying the alleged perpetrator and victim were suspended from the swim team pending the outcome of an investigation. On Friday, The Gettysburgian published a statement from the victim's family. The victim’s family said he was the only person of color at the gathering and that the alleged perpetrator was a trusted friend of his.

With little time to prepare, Tampa General Hospital began erecting a 10-foot-high flood barrier around the facility Monday because of the chance for storm surge and shifts in the storm’s track. A tropical storm watch was raised Monday afternoon for Florida’s Dry Tortugas and part of the Keys and Monday evening for Bonita Beach to Flamingo, where a storm surge watch is also in effect. Strong, potentially damaging winds and storm surge are likely near where the system ultimately comes ashore. Hurricane and tropical storm watches are already in effect for parts of Mexico and Cuba. The “storm surge, wind, and rainfall impacts will extend well away from the center, particularly to the east of the system.
