As President Biden considers sweeping changes to the American asylum system, his administration took smaller steps this week to try to control the system’s notorious backlogs. On Thursday, the administration proposed a rule change that would allow officers to quickly identify people who are ineligible for asylum, such as those who have been convicted of serious crimes. The goal of the proposal, which must go through a 30-day public comment period, is to remove ineligible people from the United States soon after they cross the border, rather than allowing them to wait months, or often years, for asylum proceedings. Also Thursday, the U.S. Citizenship and Immigration Services issued a new policy instructing asylum officers to consider whether applicants could find refuge in their own countries before coming to the United States.

President Biden has faced criticism for his handling of the southern border, and the issue is a key concern for many voters in this year’s presidential election. U.S. officials have, in recent years, increasingly turned to international partnerships to help them keep large numbers of migrants from reaching the southern border. The United States relies heavily on Mexico, its closest partner on migration, to control the number of people who are destined for the southern border. In late December, Mr. Blinken and Alejandro N. Mayorkas, the homeland security secretary, went to Mexico to discuss increased enforcement during a month in which U.S. border agents had encounters with more than 250,000 migrants. Since then, the number of migrants arriving at the southern border has dropped dramatically.

A U.S. Secret Service agent was removed from Vice President Kamala Harris’s security detail this week after the officer “began displaying behavior their colleagues found distressing,” an agency spokesman said on Thursday. The incident happened Monday morning at Joint Base Andrews outside of Washington, shortly before Ms. Harris left for a campaign event in Wisconsin. A New York Times reporter who was among the media members traveling with Ms. Harris heard medical personnel trying to calm a person down at the scene. “At approximately 9 a.m. April 22, a U.S. Secret Service special agent supporting the vice president’s departure from Joint Base Andrews began displaying behavior their colleagues found distressing,” the Secret Service spokesman, Anthony Guglielmi, said in a statement. “The agent was removed from their assignment while medical personnel were summoned,” Mr. Guglielmi said.
