Under his plan, the Census Bureau would report two sets of figures to the White House — one including everyone counted and another allowing him to leave out undocumented immigrants. The states would lose an equal number of Electoral College votes, which are based on the size of their House delegations. When Congress adopted the current federal law governing the census, it considered excluding non-citizens but rejected the idea, he added. But the Justice Department said federal law gives the president authority to direct how the census is conducted. For now, the states are assuming that the census figures will be ready in time to meet the deadline and Trump will make the calculations.

Trygve MagelssenBut after contacting a federal student loan office for help, Magelssen learned that his past payments could not count retroactively. "It was a dead end," said Magelssen, 62, whose current student loan debt is about $21,500, consisting mainly of interest. Student borrowers would be automatically enrolled, according to his plan, and previous "national or community service" would also allow a borrower to qualify. The nation's 45 million student borrowers carry an estimated $1.7 trillion in student loan debt — less than total mortgage debt but higher than credit cards, according to the Brookings Institution, a Washington-based think tank. "It should be done immediately," Biden told reporters last week about his student loan forgiveness plan.

Antonio canceled his flight on Friday, hours before it was scheduled to depart, heeding public health warnings that a nationwide dispersal of college students heading home for the holidays could fuel a deadly wave of infections. The U.S. Centers for Disease Control warn that if college students go home for Thanksgiving, they should be considered guests and families should wear masks, stay six feet apart and open windows to mitigate the infection risk. “We didn’t trust that a test was enough.”For some students, last-minute COVID-19 testing before leaving campus derailed their travel. Efforts by college students to limit their interactions with friends at home could save lives this winter, said Aaron Milstone, an epidemiologist at Johns Hopkins University. “All that mixing is what exacerbates this.”Still, the heightened restrictions at home have caused some friction in families.

— The Madison River rushes down out of the snows and springs atop the Yellowstone plateau, a dark blue, rock-studded, world-class fishing stream. The fishing season is nearly finished, but a season of discontent continues. Throughout the summer and fall, there have been traffic jams on the river, and the number of large fish has declined. “It seems like everyone was flocking to Montana this summer,” he said. Some say floating the jammed river feels like the Pirates of the Caribbean ride at Disneyland; a writer in a Montana wilderness journal recently coined another name for it: “Rivergeddon.”

Around 50 million Americans are expected to travel for the Thanksgiving holiday next week. Public-health officials are begging them to stay home. But the holiday comes at a particularly precarious time in the current virus surge, and doctors and government officials say even gathering with one other household is too much of a risk. The U.S. has reported an average of 157,318 new cases a day over the past week, more than double the number of daily cases reported at the height of the summertime surge. As community spread becomes prevalent, though, even those more muted festivities, like a baby shower or brunch, are potentially fatal.
