Eighty countries jointly called Sunday for the "territorial integrity" of Ukraine to be the basis for any peace agreement to end Russia's two-year war, though some key developing nations at a Swiss conference did not join in. Brazil, an "observer" country, did not sign on but Turkey — which has sought to an intermediary between Russia and Ukraine — did. The final document said the U.N. Charter and "respect for territorial integrity and sovereignty … can and will serve as a basis for achieving a comprehensive, just and lasting peace in Ukraine." Ukrainian President Volodymyr Zelenskyy hailed the "first steps toward peace" at the meeting, and said the joint communique remains "open for accession by everyone who respects the U.N. "We all at this table need to do more so that children of Ukraine are back in Ukraine," he added.

Kosovo’s border with Serbia was “out of control," Rama said after an informal meeting of Western Balkan NATO members in North Macedonia. It gained independence with the help of a NATO military campaign, launched in 1999 to end a bloody Serb crackdown on an armed separatist movement. “But what we do see is an increase in tensions, especially in Kosovo,” Stoltenberg said. During a visit to Kosovo on Monday, Stoltenberg said that NATO was considering deploying additional peacekeeping troops there. In May, Serb demonstrators in northern Kosovo clashed with NATO peacekeeping troops.

The new government, led by economist Milojko Spajic of the Europe Now Movement, will have 18 ministries and five deputy-prime ministers. It will include the centre-right pro-European Democrats, the pro-Serbian Socialist People's Party and five parties of the Albanian minority. Montenegro joined NATO in 2017, a year after a botched coup attempt that the then government blamed on Russian agents and Serbian nationalists. After Russia's invasion of Ukraine last year, Montenegro, unlike Serbia, joined EU sanctions against Moscow, sent aid to Ukraine and expelled a number of Russian diplomats.

The parliamentary vote is the first in the small former Yugoslav republic since Milo Djukanovic, former leader of the Democratic Party of Socialists (DPS), lost the presidential election in April and stepped down after 30 years in power. Polling stations for the 540,000-strong electorate open at 7 a.m. (0500 GMT) and close at 8 p.m. (1800 GMT). The state election commission said 15 parties and alliances will compete for 81 parliamentary seats in the nation of just over 620,000 people. Montenegro is a candidate to join the EU, but it must first root out corruption, nepotism and organised crime. After Russia's invasion of Ukraine last year, Montenegro - unlike Serbia - joined EU sanctions against Moscow.
