But I urge Ms. Harris and her advisers to cast a wider net initially. Nothing in the Constitution would prevent Barack Obama from serving as vice president; indeed, the Republicans considered a similar move with former President Gerald Ford in 1980. Mark Milley, a retired general and former chairman of the Joint Chiefs of Staff, is a war hero and a true patriot. Doing so would knock the Trump campaign off balance and, most important, inject a rare note of bipartisanship into our poisoned polity.

But if the aid inflates those countries’ war aims, it could discourage the kind of tough-minded negotiation that is the only way to end their wars. However, the recent aid package includes long-range missiles, or ATACMS, which suggests Ukraine is readying an offensive against Crimea. But the detonation of any tactical nuclear weapon would be an unprecedented test of the dogma of deterrence, a theory that has underwritten America’s military policy for the past 70 years. Possessing nuclear weapons isn’t about winning a nuclear war, the theory goes; it’s about preventing one. If Mr. Putin dropped a nuclear weapon on Ukraine — a nonnuclear nation that’s not covered by anyone’s nuclear umbrella — what then? The credible data that exists on crimes motivated by conspiracy theories shows a disturbing increase.
