House Freedom Caucus Chairman Bob Good, R-Va., has lost his primary recount, a Virginia court certified Thursday, cementing his narrow defeat to GOP state Sen. John McGuire. The recount results confirmed McGuire beat Good after McGuire initially led Good by just 374 votes in the June primary in Virginia’s 5th District. “If you’re on the Republican team and you’re part of the Democrat team to take out the Republican team, you’re not on the Republican team,” McGuire said. “Bob is on the Bob Good team.”McGuire is expected to win in November, given the 5th District’s Republican lean. Lawmakers said they expect the Louisiana Republican to unveil a continuing resolution or "CR" to avert a partial government shutdown as late as Saturday. Johnson can afford to lose no more than four Republican votes from his slim 221-212 House majority on legislation opposed by Democrats. Because spending bills are negotiated not only out of public view but out of sight from most legislators, there is little democratic accountability to the budget process.
