President-elect Joe Biden said Thursday he plans to nominate Michael Regan, a North Carolina environmental regulator, to lead the Environmental Protection Agency and Rep. Deb Haaland (D., N.M.) as Interior secretary. Mr. Regan runs North Carolina’s Department of Environmental Quality. He spent nearly a decade early in his career at the EPA before taking on regional jobs at the Environmental Defense Fund and in his home state. Ms. Haaland, an enrolled citizen of the Pueblo of Laguna in New Mexico, would be the first Native American cabinet secretary if she is confirmed to the post. Mr. Regan and Ms. Haaland are part of a seven-person team Mr. Biden has assembled to address climate as one of his administration’s top priorities.

WASHINGTON—President-elect Joe Biden is planning to tap former Obama administration Environmental Protection Agency chief Gina McCarthy as national climate adviser and former Michigan Gov. Jennifer Granholm as Energy secretary, according to people familiar with the matter. In Ms. McCarthy’s role, she will lead a newly formed White House Office of Domestic Climate Policy. Ali Zaidi, New York’s deputy secretary for energy and environment, will serve as Ms. McCarthy’s deputy, people familiar with the matter said. Ms. McCarthy, who declined to comment, will work closely with former Secretary of State John Kerry, Mr. Biden’s special envoy for climate change.

WASHINGTON — President-elect Joseph R. Biden Jr. is expected to pick Gina McCarthy, the former administrator of the Environmental Protection Agency under President Barack Obama and the architect of some of his most far-reaching regulations to limit greenhouse gas emissions, to serve as senior White House adviser on climate change, according to three people close to the Biden transition team. As White House adviser, Ms. McCarthy will coordinate domestic climate policies across the United States government, playing a central role in helping Mr. Biden make good on his campaign promise of putting the United States on track to reach carbon neutrality before 2050. Mr. Biden also intends to name Ali Zaidi, the deputy secretary for energy and environment for New York State, who helped write Mr. Biden’s climate plan, as Ms. McCarthy’s deputy. Ms. McCarthy, who has served since January as president of the Natural Resources Defense Council, an environmental group, joins the ranks of high-profile former Obama administration officials given top positions in the Biden administration. Advocates for stronger action to fight climate change said her nomination would send a signal that the administration was prepared to bypass Congress and enact measures using executive authority to begin bringing down greenhouse gases.
