The top prosecutor in Minneapolis has dropped murder charges against a state trooper who fatally shot a motorist last year after a traffic stop, her office said on Sunday, a stunning turnaround in a case that ignited a political firestorm. The trooper, Ryan Londregan, had been charged with second-degree murder in the killing of Ricky Cobb II. But the prosecutor, Mary Moriarty, a longtime public defender who was elected Hennepin County attorney in 2022, said she concluded that the evidence was too weak to take to trial. For months, Ms. Moriarty defended the murder charges amid criticism from both Democratic and Republican officials, as well as law enforcement officials. Mary Moriarty, a former public defender, became Minneapolis’s top prosecutor last year after persuading voters shaken by the murder of George Floyd that she could improve public safety by reining in police misconduct and making the criminal justice system less punitive. Turbulence quickly followed. The attorney general of Minnesota, Keith Ellison, a fellow Democrat who had endorsed Ms. Moriarty as she campaigned to be Hennepin County attorney, took over a murder case from her office last spring after concluding that it had offered an overly lenient plea deal to a juvenile defendant. By fall, two judges took the unusual step of rejecting plea deals offered by Ms. Moriarty’s office, deeming them too permissive for violent crimes. After Ms. Moriarty this year charged a state trooper with murder in the shooting of a motorist who drove away during a traffic stop, criticism mounted.

MINNEAPOLIS (AP) — No law enforcement officers will face criminal charges in the death of a man who fled a traffic stop in the Minneapolis suburb of Robbinsdale. The death was ruled an accidental drowning, prosecutors said Monday. Black Lives Matter of Minnesota released a statement in February saying Azad's family believed he was bitten by police dogs and beaten by officers. Moriarty said the BCA's investigation established that Azad's death was a “tragic accidental drowning." "The BCA uncovered no evidence that any member of law enforcement had any physical contact with Khalil after the initial traffic stop,” Moriarty said.

Moriarty, a candidate for Hennepin County attorney — whose jurisdiction includes Minneapolis — came out as queer on the campaign trail in January. “It could be a risky thing, coming out publicly during the campaign, but I felt it was important,” Moriarty told NBC News. She spent over three decades as a public defender in Hennepin County, and in 2014 she became the county’s first female chief public defender. “I had been talking about race and the policies of the current public attorney. I got accused of calling a justice partner a racist in public.”Moriarty wasn’t reappointed as chief public defender after that, she said.
