Environmentalists, however, say it’s a false dichotomy, as land mining will continue whether or not deep-sea mining is allowed.
Any country can allow deep-sea mining in its territorial waters, and Norway, Japan and the Cook Islands are close to allowing it.
For now, the ISA's members are hotly debating the best standards for deep-sea mining.
