Two years after Russia’s full-scale invasion of Ukraine, United Nations investigators say they have uncovered new evidence of systematic and widespread torture of Ukrainian prisoners held by Russian security forces. A United Nations Commission of Inquiry on Friday detailed a range of what it described as Russian war crimes, including summary executions, sexual violence and forced transfer of Ukrainian children into Russia. The commission paid special attention to “horrific” treatment of Ukrainian prisoners by Russian security services at detention centers in Russia and occupied Ukraine. The commission will deliver a report to the Human Rights Council in Geneva next week, detailing accounts of torture from four locations in Russia and seven in occupied Ukraine, strengthening previous findings that the use of torture had become widespread and systematic. “We are concerned at the scale, continuation and gravity of violations and crimes that the commission has investigated and the impact on victims,“ Erik Mose, chairman of the three-person panel, said in a statement.

Kyiv, Ukraine CNN —It can take years to fully train an F-16 fighter pilot. Moonfish is the call sign of a Ukrainian pilot who is training to fly the United States-designed multirole aircraft. In August, after months of lobbying by Kyiv, the US committed to approving the transfer of fourth-generation fighter jets to Ukraine. Ukrainian Air Force commander Mykola Oleshchuk told CNN that Ukrainian air defenses destroy on average about 75% of incoming cruise missiles and attack drones, but that the remainder of the weapons still reach their targets. He couldn’t attend the funeral or say goodbye but says he continues the F-16 training for the sake of Pilshchikov as well as for his comrades.

Rome and Milan, Italy CNN —A storm that brought heavy rain and violent winds to Northern Italy overnight and early Tuesday sent rapid floods through central Milan and caused Lake Como to breach its banks. The Seveso, a river that runs through the municipalities of Como, Monza e Brianza and Milan, also broke its banks, according to Italy’s civil protection agency. The city’s safety councilor, Marco Granelli, said the winds felled trees, tore down scaffolding and ripped off roof tiles. "In some cases, torture was inflicted with such brutality that it caused the death of the victim," he said. Møse's commission visited parts of Ukraine formerly held by Russian forces such as in Kherson and Zaporizhzhia regions. The commission has previously said that violations committed by Russian forces in Ukraine, including the use of torture, may constitute crimes against humanity. Russia was given an opportunity to respond to the allegations at the council hearing but no Russian representative attended.

Venice avoids being added to UNESCO list of endangered sites

ROME, Sept 14 (Reuters) - A UNESCO committee has decided not to add Venice to the organisation's World Heritage List in Danger, disregarding a recommendation from experts and sparing the Italian government from an embarrassing verdict on the city's condition. "The World Heritage Committee ... has made the decision not to inscribe Venice and its Lagoon on the World Heritage List in Danger," UNESCO, the U.N. cultural agency, said in a statement as the committee met in Riyadh. Italian Culture Minister Gennaro Sangiuliano said adding Venice to the list would have been an "undue move" not based on objective facts. Venice, known for its canals and cultural sites, has long been threatened by floods and mass tourism. However, UNESCO said more work was needed to protect the fragile lagoon city.

Gondolas are pictured in the Grand Canal during a severe low tide in the lagoon city of Venice, Italy, March 17, 2022. "I have been a gondolier for 28 years, and I have never seen so many low tides at once," he added. "Low water levels in Venice are unheard of, especially at this time of the year," said Giovanni Cecconi, the president of the Venice Resilience Lab. "During low tides we could use the barriers to stop the water from getting out of the lagoon," he said. However, Claudio Scarpa, the director general of the Venetian Hoteliers Association, said the low tides did bring some benefits.

REUTERS/Manuel SilvestriVENICE, Italy, Nov 22 (Reuters) - A dam system built to protect Venice and its famous Piazza San Marco from flooding withstood the challenge of an exceptionally high tide on Tuesday as heavy rains swept across Italy. However, the Mose, a system of 78 flood gates rising from the Venetian lagoon floor, was activated in advance overnight, shielding the city from the high waters seen at sea. "If the Mose barriers had not been there, Venice would have been catastrophically under water," Italy's Transport Minister Matteo Salvini said. High tides are expected to last well into Wednesday and Thursday, with a tide of up to 140 cm forecast for both days.

Russian troops have raped and tortured children in Ukraine, carried out a “large number” of executions and committed other war crimes, according to a United Nations investigation by legal experts. “Based on the evidence gathered by the commission, it has concluded that war crimes have been committed in Ukraine,” Erik Mose, the chairman of the three-member commission, told the U.N. Human Rights Council. Mose, a Norwegian judge, said the commission has documented cases in which children have been "raped, tortured and unlawfully confined." Children also have been killed and wounded in “indiscriminate attacks” by Russian forces using explosive weapons, he said. Russia has denied committing war crimes and defended its conduct of the war since it launched the invasion Feb. 24.

REUTERS/Denis BalibouseGENEVA, Sept 23 (Reuters) - The chair of an independent Commission of Inquiry on Ukraine said on Friday that it had concluded that war crimes had been committed in Ukraine following investigations conducted in four regions of the country. "Based on the evidence gathered by the Commission, it has concluded that war crimes have been committed in Ukraine," Erik Møse told the Geneva-based Human Rights Council. He did not say explicitly who had committed the crimes but the commission's work was focused on areas of Ukraine previously occupied by Russian forces such as Kyiv, Chernihiv, Kharkiv and Sumy. Investigators from the commission, which was created by the U.N. Human Rights Council in March, visited 27 places and interviewed more than 150 victims and witnesses.
