The court of appeals upheld a trial court decision in the Friday order, ruling in favor of LGBTQ+ advocates and families in two related Texas lawsuits asking a state court to block the agency from investigating parents who provide their children with gender-affirming care. Paxton appealed the district court injunction in March and declared investigations could continue during the appeal process under the law. HARRISBURG, Pa. (AP) — A requirement for Pennsylvania voters to put accurate handwritten dates on the outside envelopes of their mail-in ballots does not run afoul of a civil rights law, a federal appeals court panel said Wednesday, overturning a lower court ruling. A divided 3rd U.S. Circuit Court of Appeals ruled to uphold enforcement of the required date on return envelopes, a technical mandate that caused thousands of votes to be declared invalid in the 2022 election. A lower court judge had ruled in November that even without the proper dates, mail-in ballots should be counted if they are received in time. U.S. District Judge Susan Paradise Baxter said the envelope date is irrelevant in helping elections officials decide whether a ballot was received in time or if a voter is qualified.

Starting this fall, however, all the flu shots distributed in the United States will probably contain only three strains, and the change is because of Covid-19. It’s not quick or easy to change how flu vaccines are manufactured, and those changes require regulatory review and approval. The committee is meeting Tuesday to discuss next steps and vote on flu vaccine recommendations for the fall. “Anytime these flu vaccines are being produced, they are – depending on which vaccines you are talking about – using live or attenuated virus, and you do have to grow it,” she said. But as the authors note, any such change would require testing and regulatory approval, and for that reason, it’s not likely we’ll see the return of four-strain flu shots any time soon.

CNN —Disney is banning password sharing on its streaming services, following in the footsteps of competitor Netflix. Hulu’s user agreement, along with the agreements for Disney+ and ESPN+, explicitly prevent users from impersonating someone else by using their username or password. All three user agreements were last updated on January 25, though it is unclear when the password-sharing language was added to the agreements for Disney+ and ESPN+. The user agreements say that the company may analyze users’ accounts to ensure they comply with password-sharing rules. The move was hinted at by Disney CEO Bob Iger in August, who said the company planned to address the issue of password sharing in 2024.

CNN —Voting began on Friday in the tiny Pacific island nation of Tuvalu in a national election that is being closely watched by China, Taiwan, the United States and its ally Australia, amid a tussle for influence in the region. Most of Tuvalu is forecast to be flooded by high tides by 2100, says the United Nations Development Programme, which is working with Tuvalu to bolster its coastline. Tuvalu is one of three remaining Pacific allies of Taiwan, after Nauru cut ties this month and switched to Beijing, which pledged more development support. The new government should decide whether Taiwan or China can best respond to Tuvalu’s development needs, he said. Prime Minister Kausea Natano has told Taiwan he continues to support ties, Taiwan said.
