China's government announced it will offer a one-time cash allowance to those in extreme poverty, a day after its central bank rolled out a slate of stimulus measures aimed at shoring up the economy. The handout will be provided to "extremely poor people, orphans and other needy people on the occasion of the 75th anniversary of the founding of New China," China's Ministry of Civil Affairs reported on Wednesday. The report did not specify the size of the allowance or any further details. As of last November, 40.4 million people in China were covered by subsistence allowances. The average allowance was about 779 yuan ($110.80) per person a month for those staying in urban areas, while rural subsistence was 615 yuan per person.

Nvidia might have to look outside of its artificial intelligence empire to acquire some key data center-related technologies, according to Susquehanna Financial Group. Analyst Christopher Rolland said Nvidia has "two glaring holes" for potential acquisition within optical and analog networking. Optical technologies in data centers have a variety of purposes such as supporting network traffic growth, transmitting and receiving optical signals in data centers, and offering cost and power savings while facilitating high-capacity data transmission. Analysts' average price target, per FactSet, suggests potential downside for Lumentum and Coherent given their recent stock run-ups. Rolland holds a positive rating on Nvidia shares with a $160 price target — higher than the average from analysts polled by FactSet, which implies more than 29% potential upside for the chip darling.

But there is an alternative to a fire sale: They can use life insurance to foot the bill with a neat trick. Instead of owning a life insurance policy directly, they take out a policy and put it inside a trust. The irrevocable life insurance trust (ILIT) collects the death benefit, pays the tax bill, and distributes whatever is left according to the insured individual's wishes. For an ultra-rich taxpayer with a $10 million life insurance policy, using an ILIT could save $4 million in taxes. Make sure you're getting a life insurance policy that makes financial sense.

But the Newcomers Football Club, an impromptu team made up of asylum-seekers, has helped provide him with a joy that erases his stress. Leonard had never worked with refugees or asylum-seekers before, and he had never played soccer. In the months since, the ad-hoc project has ballooned from an informal pick-up game to an organized club that competes with other New York teams, joining forces with another similar project started by co-organizer Avram Kline. The mixed practices help Newcomers FC members meet new people and practice their English, Leonard says.

Iran is helping the Houthi rebels in Yemen target U.S. Reaper drones, which has enabled the Houthis to shoot down or damage several of the massive, unmanned aircraft, say two U.S. officials. The interference severely inhibits the U.S. ability to gather intelligence and increases the chance that the drones could drift into unfriendly airspace. The U.S. military has struggled to stop some Houthi air defense systems because rather than radars, the Houthis often use electro-optical systems to find targets. Iran sent a spy ship to the waters near Yemen to help the Houthis target ships in the Red Sea. It appears the U.S. plan to interdict shipments of Iranian weapons and destroy stockpiles of weapons and drones has failed to roll back Houthi attacks on cargo ships, Knights said.

Nuclear fusion, the process that powers the sun and other stars, is painstakingly finicky to replicate on Earth. The Chinese government is pouring money into the venture, putting an estimated $1 billion to $1.5 billion annually into fusion, according to Jean Paul Allain, who leads the US Energy Department’s Office of Fusion Energy Sciences. The pagers were ordered by Hezbollah and were tampered with before they reached Lebanon, some of the officials said. "This is yet another demonstration that individuals are increasingly vulnerable to highly precise and personalized attacks," he said. Related storiesRyan cited the use of armed first-person-view drones on the battlefields in Ukraine and Russia, which he said showed the use of lethal personalized attacks had escalated in the past two years. He said the pager attack on Hezbollah "opens a dangerous Pandora's box" and makes almost everyone a "walking ticking bomb."

The man arrested in connection to an apparent attempted assassination of former president Donald Trump appeared to follow law enforcement directions and was taken into custody without incident, footage of the confrontation released on Monday showed. Driver go straight back, keep walking," a law enforcement agent wearing what appeared to be a protective "SHERRIF" vest said. Two law enforcement agents then grabbed his hands and handcuffed the man, the video showed. A witness who spotted Routh and his car was crucial to helping law enforcement find the suspect quickly, Martin County Sheriff William Snyder said. Read previewSpaceX's Polaris Dawn crew successfully returned to Earth on Sunday, bringing Elon Musk one step closer to his dream of settling Mars. They donned new SpaceX spacesuits that had never been tested in orbit, opened their ship to the vacuum of space, and conducted the first-ever commercial spacewalk. On top of that, they exposed themselves to high levels of space radiation, much higher than what astronauts aboard the International Space Station undergo in the same time period. People traveling to Mars would be exposed to immense amounts of space radiation for months. So the Crew Dragon spacecraft flew through two donuts of intense radiation surrounding Earth, called the Van Allen belts.

In today’s edition, we report on how Kamala Harris' media strategy is (and isn't) changing following the debate. The campaign said Harris plans to do more interviews with media in battleground states and speak more with her traveling press corps in the coming days. Her campaign’s media strategy has largely been a continuation of Biden’s, which is to minimize interactions with the media. Right after the debate, Trump held a sprawling, ad hoc press conference in the “spin” room, surrounded by hundreds of journalists who formed a ring around him. The simple rules of postgame sports commentary often apply to politics: When you win, you don’t have to spin.

CNN —Two telescopes have spotted the closest pair of supermassive black holes to date. Active galactic nuclei are supermassive black holes that release bright jets of material and high winds that can shape the very galaxies where they are found. Astronomers discovered these black holes dancing around one another at the center of a pair of colliding galaxies called MCG-03-34-64, which is 800 million light-years away. Astronomers serendipitously found the black holes when Hubble’s observations revealed three spikes of bright light within the glowing gas of a galaxy. Both supermassive black holes once served as the centers of their respective galaxies, but a galactic merger brought the two objects much closer together.

For this nuclear clock, the scientists used ultraviolet light to excite nuclear particles in an atom of thorium-229 embedded in solid crystal. For decades, atomic clocks have been used in GPS technologies, for space exploration and for keeping international time. The study of physics itself could be revolutionized by using nuclear clocks alongside atomic clocks, according to Zhang. “If the nuclear clock and the atomic clock transition frequency ratio is changing over time, it would be an indication of new physics.”Though there is still much progress to be made before nuclear clocks surpass the performance of atomic clocks — or replace them — these findings hint that such a time isn’t far off, Kolkowitz said. “As better UV laser sources are developed and as some of the mysteries and tricks of nuclear clocks get worked out, I expect that eventually some of the kinds of experiments we are currently doing in my lab to test relativity and search for new physics with atomic clocks will instead be performed with nuclear clocks,” Kolkowitz said.
