(AP) — An effort to modernize state oversight of a thriving petroleum industry in the nation's No. 2 state for oil production advanced past its first committee vetting Thursday at the New Mexico Legislature. The bill also would give regulators greater authority over applications to transfer ownership of wells that often change hands when oil and natural gas output declines. The Democratic-led Legislature and governor are being sued over alleged failures to meet constitutional provisions for protecting against oil and gas pollution, as fed-up residents living near oil wells and environmental groups turn to the judiciary for relief. Voting against the bill, Republican state Rep. Larry Scott of Hobbs, said the initiative represents an existential threat to small-scale oil and natural gas producers, echoing concerns raised by several businesses.

CNN —Three former New Mexico State University basketball players have been charged with felony sex crimes and other offenses over allegations they were hazing teammates and student staff members – accusations that helped prematurely end the team’s 2022-23 season – the state attorney general said Thursday. The offenses are alleged to have happened from August to November 2022, grand jury indictments released by Torrez’s office say. Washington, a junior guard last season, and Bradley, then a sophomore forward, each face five counts of false imprisonment and criminal sexual contact. NASA astronaut Frank Borman in an undated photo. Borman served as the commander of Apollo 8, the first mission to fly around the world. Born in Gary, Indiana, on March 14, 1928, he was the oldest American astronaut still living; that mantle now passes to Jim Lovell, who is also 95 but eleven days younger. Like most of his fellow generation of astronauts, he trained as a test pilot before being selected for NASA's second astronaut program in 1962. In 1970 Borman retired from NASA and the Air Force and became an adviser to Eastern Airlines.

Summer Science Program, a nonprofit with an annual budget of about $2 million, sent about 200 high school juniors to six-week intensive research courses at universities this year. Summer Science Program learned last year that one of its alumni, Franklin Antonio, a co-founder of chipmaker Qualcomm, had granted the organization 20% of his estate, said CEO Frank Steslow. The program intends to double the number of students enrolled next summer to more than 400 and increased its annual budget to over $7 million. Summer Science Program has already received a first payment of $65 million, and the funds are unrestricted. But he added, “it seems unusual at first until you realize that the organization itself is almost like a gift restriction, because they’re very specific in what they do,” referring to Summer Science Program.

The Republican state party, which brought the lawsuit, said it would appeal the decision with the New Mexico Supreme Court. "The legislature intended to and, in fact, did egregiously gerrymander the congressional maps," said state Republican party chairman Steve Pearce in a statement. Earlier this week, a federal court approved new congressional lines for Alabama after finding a Republican-created map illegally hurt Black voters. The U.S. Supreme Court is scheduled to hear arguments next week over whether South Carolina's Republican-drawn congressional map unlawfully diluted the power of Black voters.

LAS CRUCES, N.M. (AP) — New Mexico Attorney General Raúl Torrez on Tuesday announced that a police officer has been charged with voluntary manslaughter in the fatal shooting of a Black man during a confrontation at a gas station. Las Cruces Police Officer Brad Lunsford was booked on the single charge and released on Tuesday morning, a spokesperson for Torrez said. A voicemail left at the office of Lunsford's attorney, Jess Lilley, was not immediately returned Tuesday afternoon. Lunsford drew his handgun and shot Eze once on the back left side of his head at point-blank range. The attorney general called Eze's death “another example of poor police tactics resulting in an unjustifiable use of force to subdue an individual resisting arrest for the commission of a minor crime.”

A Chinese embassy spokesperson in Washington said that accusations of China using AI to create fake social media accounts were "full of prejudice and malicious speculation" and that China advocates for the safe use of AI. In a new research report, Microsoft said the social media accounts were part of a suspected Chinese information operation. The U.S. government has accused Russia of meddling in the 2016 election with a covert social media campaign and has warned of subsequent efforts by China, Russia and Iran to influence voters. A Microsoft spokesperson told Reuters that the company's researcher used a "multifaceted attribution model," which relies on "technical evidence, behavioral evidence and contextual evidence."

New Mexico asks court to overturn cities' abortion bans

The move comes after the New Mexico cities of Hobbs, Clovis and two surrounding counties bordering Texas passed ordinances in recent months to restrict abortion clinics and access to abortion pills. New Mexico Attorney General Raul Torrez filed an extraordinary writ in New Mexico Supreme Court to block the ordinances which he said were based on flawed interpretations of 19th century federal regulations on abortion medication. Right-to-life activists said the regulations remained valid under federal law and vowed to work on bringing such ordinances to more cities in New Mexico, the only state bordering Texas where abortion remains legal. New Mexico's largest cities of Las Cruces and Albuquerque have become regional destinations for women seeking abortions since the U.S. Supreme Court in June ended the nationwide constitutional right to the procedure. In direct response, New Mexico Democrats have drafted legislation to prevent cities from overriding state laws guaranteeing womens' rights to reproductive healthcare.
The former Jackson Women’s Health Organization will become a luxury consignment shop called Hunt, owner David Carpenter said this week. Carpenter purchased the pink-stucco building known as the Pink House shortly after the Supreme Court overturned Roe v. Wade. The Las Cruces Women’s Health Organization has been nicknamed the Pink House West in a nod to the Jackson clinic. Carpenter said he bought the Jackson building in July from a local developer who had purchased the property from Derzis. The Jackson Women’s Health Organization opened in 1995.

Across the country, election officials have received hundreds of threats or menacing messages that cite debunked conspiracies involving the machines. Some have alleged without evidence that Dominion machines were rigged in plots involving Chinese communists, Venezuelan socialists or Antifa, the loosely organized U.S. anti-fascist movement. Among those calling for Louisiana to ditch Dominion machines is the state’s Republican National Committeewoman, Lenar Whitney. Authorities in the heavily Republican state acknowledge that their aging Dominion machines, most of them bought in 2005, are outdated. Dominion machines remain in use in 14 of Nevada’s 17 counties.

RIO GRANDE RUNS DRYSome voters in West Side and South Valley Albuquerque areas believe fossil-fuel-driven climate change is harming their quality of life and the livelihoods of farmers. Vasquez has been hit with attack ads saying his policies will cost the state tens of thousands of oil and gas jobs. Herrell, a target of the League of Conservation Voters and other green groups, said New Mexico's emission controls meant the state's oil and gas industry was far cleaner than foreign competitors and did not contribute to climate change.

The case is now before the Nevada Supreme Court, which earlier this month blocked officials from livestreaming the count ahead of election day.
