Phnom Penh, Cambodia CNN —US Secretary of Defense Lloyd Austin traveled to Cambodia on Tuesday to meet with the country’s prime minister and defense minister, as Washington becomes increasingly concerned that Phnom Penh may grant China’s military exclusive access to a key naval base. Austin’s trip to the Cambodian capital marks his second visit to the Southeast Asian country as Secretary of Defense but is the first time a United States defense chief has traveled to Cambodia specifically to hold a bilateral meeting with his counterpart, Defense Minister Tea Seiha. The outreach reflects the US’ desire to forge a better relationship with Cambodia, defense officials said, particularly as Beijing’s influence over the country has only continued to grow in recent years. “There are no doubts about where our concerns are,” a Pentagon spokesperson said following Austin’s meetings, when asked about Ream. In a meeting with China’s Defense Minister Dong Jun last week, their first face-to-face, Austin said the US wants to keep military-to-military channels open with the Chinese to avoid misunderstandings and escalation.

CNN —A cyberattack on a contractor to England’s National Health Service has forced several major hospitals in London to cancel operations, blood tests and appointments and send patients elsewhere. King’s College Hospital, Guy’s and St Thomas’ have all been affected, as have numerous primary care providers in the UK capital, a spokesperson for the National Health Service (NHS) said Tuesday. The hospitals and providers affected are all partnered with Synnovis, a company that provides lab services to the NHS. Mark Dollar, the CEO of Synnovis, said the company was “incredibly sorry for the inconvenience and upset this is causing to patients, service users and anyone else affected. We are doing our best to minimize the impact and will stay in touch with local NHS services to keep people up to date with developments.”

Singapore CNN —US Defense Secretary Lloyd Austin on Saturday hailed the arrival of a “new convergence” in the Indo-Pacific, as the United States fortifies strategic and security partnerships in the region amid rising threats from China and Russia. “Today, we are witnessing a new convergence around nearly all aspects of security in the Indo-Pacific,” Austin said at the Shangri-La Dialogue security forum in Singapore. Looming large in that regional vision is a more assertive China, which Austin alluded to without mentioning it by name. Austin’s emphasis of a “new convergence” in Asia Pacific appeared to have struck a raw nerve with the Chinese delegation in the audience. The “exceptional” and “virtually complete” dinosaur fossil, which is 11 feet tall and 20 feet long, will be sold as part of Sotheby’s annual Geek Week. Paleontologists have questioned the sale of such specimens to private bidders, arguing that these finds should be preserved in museums or other public spaces. Nevertheless, that will not stop the auction of the 150-million-year-old fossil from going ahead in New York on July 17. Apex, as it has been nicknamed, is the “finest Stegosaurus specimen to come to market,” Sotheby’s said in a press release Wednesday. It is expected to fetch between $4 million and $6 million, making it one of the most valuable dinosaur fossils ever offered up for sale, the auction house added.

Bangkok CNN —Thailand’s former Prime Minister Thaksin Shinawatra has been indicted on lese majeste charges, authorities said Wednesday, in the latest twist in a decades-long political saga in the Southeast Asian kingdom. The case, filed by police, alleged Thaksin violated Thailand’s notoriously harsh royal insult law during an interview he gave in 2015 to the South Korean newspaper Chosun Ilbo. “The attorney general has decided to indict Thaksin on all charges,” spokesperson Prayuth Bejraguna, told reporters Wednesday. Earlier this month, the death of a young Thai activist in pre-trial detention for lese majeste charges shocked many in the country and sparked renewed calls for justice reform. A push to reform the lese majeste laws gained significant traction ahead of the 2023 general election, which saw the progressive Move Forward Party win the most votes.

A contiguous zone extends another 12 nautical miles beyond a country’s territorial waters, the area that stretches 12 nautical miles from the shore. Foreign warships are allowed into contiguous zone waters – so the Chinese Coast Guard hasn’t broken any international agreements – but the continuous presence of the Chinese vessels there is seen as a provocation. It has frequently dispatched China Coast Guard and other government vessels to the waters around the islands to assert those claims. Hayashi, the Japanese government spokesperson, said Monday that Tokyo is answering the Chinese presence around the islands with vessels of its own.

While hiking the coast-to-coast walk in England, author David Nicholls encountered some torrentially rainy days.
