Trump allies have pushed for a special legislative session intended for the Republican-controlled legislature to change Nebraska to a winner-take-all system instead of awarding electoral votes by congressional district. The developments appear to cap months of deliberations over whether Nebraska lawmakers could change the way the state apportions its electoral votes in a way that would benefit Trump. Nebraska allocates its electoral votes by congressional district, and the swing district around Omaha has twice gone to Democrats in recent years, giving them one electoral vote from an otherwise ruby-red state. But if lawmakers changed that to a winner-take-all model, Trump would be all but certain to win all of Nebraska's electoral votes. CNN —Former President Donald Trump and his allies have ramped up pressure for Nebraska lawmakers to change the method the state divvies out electoral college votes, an effort that underscores just how narrow the race for 270 electoral votes could be in the November rematch with President Joe Biden. Conservative activist Charlie Kirk kicked off the effort on Tuesday, sending a message on social media urging Nebraska Republicans to act. For weeks, the Biden campaign has had its eye on Omaha and its one electoral vote. For all the talk of Biden’s blue wall of Wisconsin, Michigan and Pennsylvania, winning all three could still leave him short of 270 electoral votes. The 2020 census changed the map based on decreasing populations in Pennsylvania and Michigan, so one of Nebraska’s three electoral votes could become critical should there be a 269-269 tie with Trump.

(AP) — Navigator CO2 Ventures announced Tuesday that it is putting on hold one of the two biggest proposed carbon dioxide pipeline projects in the Midwest so it can reassess the project. The company withdrew its application for a key permit in Illinois and said it it was putting all its permit applications on hold. The proposed 1,300-mile (2,092-kilometer) project would carry planet-warming carbon dioxide emissions from more than 20 industrial plants across South Dakota, Nebraska, Iowa, Minnesota and Illinois. The Illinois permit is crucial because that’s where the company planned to store the carbon dioxide underground. The Summit pipeline would carry carbon dioxide emissions from more than 30 ethanol plants in Iowa, Minnesota, Nebraska, North Dakota and South Dakota.

This week's spill of 14,000 barrels in Kansas is sure to raise alarms over future pipeline development, as U.S. regulators had already increased scrutiny of pipeline construction due to previous Keystone spills in 2017 and 2019. The pipeline suffered few incidents in its early years, but since 2017, the number of spills increased after TC Energy received a special permit from the U.S. "I think a lot of scrutiny is going to be placed on the special permit," said Jane Kleeb, founder of Bold Alliance, an advocacy group that fought Keystone XL. John Stoody, vice-president of government relations at the Liquid Energy Pipeline Association said special permits come with numerous different operating conditions. "If anything there are complaints from industry about how lengthy the special permit process is.
