OSLO, Norway — A Norwegian human rights foundation gave its annual prize on Thursday to jailed Cuban dissident leader Luis Manuel Otero Alcántara for his “fearless opposition to authoritarianism through art”. Four past laureates of the Rafto prize — Myanmar’s Aung San Suu Kyi, East Timor’s Jose Ramos-Horta, South Korea’s Kim Dae-jung and Iran’s Shirin Ebadi — later went on to win the Nobel Peace Prize. This year’s Peace Prize will be announced on Oct. 11 in Oslo. “The 2024 Rafto prize aims to highlight the importance of the work of Luis Manuel Otero Alcántara and other artists in challenging power structures and defending democracy and human rights, both in Cuba and globally,” the Norwegian foundation said in a statement. On Thursday, the Rafto foundation called on the Cuban government to release him, joining similar calls by Human Rights Watch and Amnesty International.

Myanmar's government, which assumed power in a coup in 2021, has not made any announcement on the matter and a spokesperson was not immediately available for comment. East Timor politicians have been outspoken critics of Myanmar's military government and President Jose Ramos-Horta has met with a top representative from Myanmar's shadow National Unity Government (NUG), which opposes military rule. The country's charge d'affaires must leave Myanmar by Sept. 1, NUG human rights minister Aung Myo Min said on Facebook. In protest against the 2021 coup, many countries have charges d'affaires in Myanmar instead of ambassadors.

Sunday's poll is the country's fifth parliamentary election since East Timor gained full independence in 2002 following decades-long occupation by Indonesia. East Timor has in recent years grappled with diversifying its oil- and gas-dependent economy. Leach said the victory of Jose Ramos Horta in last year's presidential election was seen as paving a way for CNRT's return to power.
At the time, East Timor was ruled by Portugal, although it was clear that Lisbon would soon relinquish its colony. East Timor was later annexed by Indonesia and gained full independence only in 2002. At a summit in the Cambodian capital Phnom Penh this week, ASEAN said East Timor would be granted observer status at high-level meetings of the bloc as it formulates a "roadmap for full membership". He served as the country's first foreign minister, prime minister from 2006 to 2007, and president from 2007 to 2012, during which time he survived an assassination attempt by rebel soldiers. East Timor celebrated 20 years of independence this year, but the country of 1.3 million people is heavily dependent on dwindling reserves of oil and gas.
