Oct 10 (Reuters) - Federal Reserve Governor Christopher Waller on Tuesday reiterated the U.S. central bank's determination to bring inflation down to its 2% target, but did not comment on the economic outlook or his view on the best immediate course for monetary policy. "Price stability is a primary responsibility of the Federal Reserve," Waller said in remarks prepared for delivery to a conference at George Mason University's Mercatus Center in Virginia. "This is why we have taken forceful steps aimed at reducing inflation - and why we will stay on the job to achieve our objective." "In considering the appropriate monetary policy response needed to return inflation to 2 percent, I find it useful to draw on the findings of the policy rules literature," Waller said. Waller has been a forceful advocate of the Fed interest rate hikes that have brought the short-term policy rate to its current 5.25%-5.50% range.

LONDON (AP) — British filmmaker Terence Davies, best known for a pair of powerful, lyrical movies inspired by his childhood in postwar Liverpool, has died at the age of 77. Davies’ manager John Taylor said the director died “peacefully at home in his sleep” on Saturday after a short illness. After making several short films, Davies made his feature debut as writer-director in 1988 with “Distant Voices, Still Lives,” a dreamlike — sometimes nightmarish — collage of a film that evoked a childhood of poverty and violence leavened by music and movie magic. The film won the Cannes International Critics Prize in 1988, and in 2002 was voted the ninth-best film of the past 25 years by British film critics. The autobiographical films opened the door to bigger budgets and more mainstream films, still showcasing Davies' distinctive lyricism and often set in the 19th or early 20th centuries.

CNN —An “unprecedented drought” is affecting the Panama Canal’s water supply and leading authorities to impose surcharges and weight limits on ships traversing the key global trade route, according to the Panama Canal Authority. Ships move through the Panama Canal through a lock system, which uses water from several freshwater reservoirs to float the massive cargo vessels overland. But Panama is currently gripped by drought, and water levels at least one of those reservoirs – Gatun Lake – are dropping. But the start of El Niño “could worsen” conditions, the Panama Canal authority also warned. Regional neighbors have sought opportunities to compete with the lucrative Panama Canal.

Kevin McCarthy is working to clinch the votes needed to become House speaker in 2023. Around a dozen House Republicans currently have issues with giving him the job. Should getting a promotion require more than five dozen ballots, McCarthy would move into Howell Cobb territory (63 ballots; 1849). In order to push McCarthy past Banks in terms of all-time ballots, blockers would have to keep McCarthy at bay at least 134 times. "We may see the cherry blossoms before we have a Speaker," the Trump-aligned Floridian said, citing DC's seasonal spectacle.
This estimate is under the current 3.75% to 4% federal funds rate setting. The rules used in the Cleveland Fed report offer a suggested setting for monetary policy based on different factors, such as inflation and economic activity. Fed officials have long said that while they pay attention to rules, monetary policy cannot run on autopilot and that judgment is key. The Fed does not use a rule officially, but some look to these benchmarks to judge whether monetary policy has been set properly. Monetary policy is likely to be tighter than those settings, at least for next year.
Using standards set by Stanford economics professor John Taylor, Bullard insisted that the moves the Fed has made so far are insufficient. "Thus far, the change in the monetary policy stance appears to have had only limited effects on observed inflation, but market pricing suggests disinflation is expected in 2023," he said. "To attain a sufficiently restrictive level, the policy rate will need to be increased further," he added in the presentation. The Fed has approved four consecutive 0.75 percentage point rate increases, and markets widely expect the December FOMC meeting to yield a 0.5 percentage point move. Also, San Francisco Fed President Mary Daly told CNBC on Wednesday that she expects more rate increases and that a "pause is off the table" even with a lower level of rate increases.
