(AP) — North Carolina has joined a nascent nationwide effort to improve outcomes for more prisoners who return to society through an approach focused on education, health care and housing. More than 18,000 people are released annually from the dozens of North Carolina adult correctional facilities, the order says, facing obstacles to a fresh start from their criminal record. The council said that North Carolina is the third state to officially join Reentry 2030, after Missouri and Alabama. (AP) — Ryan Blaney was fastest of NASCAR's championship contenders Friday in the only practice session ahead of the title-deciding season finale Sunday at Phoenix Raceway. “Ryan Blaney gets around Phoenix really, really well,” said Blaney crew chief Jonathan Hassler. Blaney was third and followed by Christopher Bell, who is one of the final four drivers racing for the title. William Byron, winner at Phoenix in the spring, was seventh fastest and Kyle Larson was the slowest driver of the title contenders in 11th. Denny Hamlin didn't chill Sunday with his bravado that this is indeed the year he will finally win a NASCAR championship. The day after his win at Bristol Motor Speedway hurdled Hamlin and his No. 11 team into the second round of NASCAR's playoffs, Hamlin was still pumping his chest.
