An investigation sparked by the 2020 killing of George Floyd determined that the city unlawfully discriminates against blacks and Native Americans in its enforcement activities. The terms of federal oversight are yet to be negotiated, but Minneapolis officials should think twice before signing on the dotted line. These agreements typically make effective policing more difficult and expensive without significantly reducing crime.

“It’s kind of like the old saying, when everything’s a priority, nothing’s a priority,” said Jason Johnson, who was a deputy police chief in Baltimore overseeing compliance with the city’s consent decree. Even so, believers point out that consent decrees may be far cheaper than unconstitutional policing. “What we’re talking about is broad institutional reform,” said David Douglass, the deputy monitor of the New Orleans consent decree and founder of a nonprofit group called Effective Law Enforcement for All, which helps communities develop voluntary reforms. In Baltimore, Michael Harrison, who was brought in as commissioner because of his success in implementing New Orleans’s police overhaul, just resigned, but the consent decree remains. Experience running a department with a consent decree has become a plum line on a chief’s résumé.

April 7 (Reuters) - Florida Governor Ron DeSantis has chosen a finance director for his prospective presidential campaign, two sources close to DeSantis said on Thursday. DeSantis' support stood at 21% in the Thursday poll. Others who have joined DeSantis' political operation include Jason Johnson, who served as Cruz's chief strategist in 2016, the sources said. Several high-profile operatives supporting DeSantis are Cruz alums. While the Texas senator ultimately lost to Trump, Cruz won the pivotal state of Iowa and finished second in a crowded field to the former president.
