The leaders of the U.S. Congress have invited Prime Minister Benjamin Netanyahu of Israel to address a joint meeting of the Senate and the House of Representatives on July 24. To date, Mr. Netanyahu has failed to come up with a plan to end the war in Gaza and has been unable to gain the freedom of scores of hostages. CNN —Israeli Finance Minister Bezalel Smotrich has spoken about preventing the occupied West Bank from becoming a part of an independent Palestinian state, according to leaked audio of a speech he gave earlier this month. Smotrich, a leading far right member of Prime Minister Benjamin Netanyahu’s cabinet, said the way to prevent a Palestinian state that would endanger the state of Israel was to develop Jewish settlements. Last October, an Israeli settler in the West Bank set a Palestinian home on fire. And last fall, a settler shot a Palestinian in the stomach in front of an Israeli soldier. Yet the authorities have not charged any of these settlers — or others who have attacked West Bank residents — with crimes. In it, they document how violent factions within the settler movement have repeatedly received protection from the Israeli government despite attacks against Palestinians — and even against Israeli officials who tried to challenge the settlers. An Israeli government report in 1982 documented the problem, to no effect.

CNN —There are “reasonable grounds” to believe Israel is “committing the crime of genocide against the Palestinians as a group in Gaza,” the United Nations’ Special Rapporteur on human rights in the Palestinian territories has said. Speaking at a press conference, Albanese said: “Israel has committed three acts of genocide with a requisite intent: killing members of the group, causing serious bodily or mental harm to members of the group, and deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part.”Israel said it “utterly rejects” the report, which it said “brings shame” on the Human Rights Council. It is “no surprise, that the premise of this report is that the creation of the Jewish State in 1948 was an act of ‘settler colonialism,’ and genocide is an ‘inherent part’ of that act,” the Permanent Mission of Israel to the United Nations in Geneva said in a statement on X on Monday. To the Editor:Re “American Jews in the Age of Palestine,” by Peter Beinart (Opinion guest essay, March 24):There is a fundamental flaw in the article. Zionism does not require backing the Israeli government; it does assume backing for the State of Israel. It is a choice to support what many of us believe to be Jewish values, with the domination of the Palestinians being un-Jewish. Yes, there is a rupture between Prime Minister Benjamin Netanyahu and the Jewish diaspora, but that does not translate to a rupture with Israel, at least not yet. Since 1913, the ADL has hewed to a strictly nonpartisan strategy in calling out antisemitism — whether it emanates from the far left or the extreme right, or anywhere in between.

I understand why many in an Israeli society still traumatized by the Hamas surprise attack on Oct. 7 don’t want to hear talk of a Palestinian state, even in a demilitarized form. But for many Israelis that was true for years before the Gaza war. To continue ignoring the subject now would be a grave error. Israel needs to shape it, not ignore it. This will force Israel’s Arab allies to distance themselves from the Jewish state.

But the truth is you don’t need just a partner — you need two partners able to deliver at the same time. So you could see it as a tragedy of history that Salam Fayyad joined the Palestinian Authority in 2002, at the height of the second intifada, just as Israeli society shifted hard to the right. A Western-educated economist, Fayyad is a technocrat at heart. And as the Palestinian Authority’s finance minister, and then as prime minister, he dedicated himself to the spadework of state-building. His theory was that instead of waiting around for the peace process to deliver Palestinian statehood, he would just build a state — institutions, infrastructure, security, sewers and all — and then statehood would follow.
