OSLO, Norway — A Norwegian human rights foundation gave its annual prize on Thursday to jailed Cuban dissident leader Luis Manuel Otero Alcántara for his “fearless opposition to authoritarianism through art”. This year’s Peace Prize will be announced on Oct. 11 in Oslo. “The 2024 Rafto prize aims to highlight the importance of the work of Luis Manuel Otero Alcántara and other artists in challenging power structures and defending democracy and human rights, both in Cuba and globally,” the Norwegian foundation said in a statement. Now, new evidence from a skull more than 4,000 years old has revealed that ancient Egyptian physicians may have tried to treat certain cancers with surgery. “We can see that ancient Egyptian medicine was not solely based on herbal remedies like medicine in other ancient civilizations,” said Badr, who was not involved in the new research. “There is an urgent need to reevaluate the history of Egyptian medicine using these scientific methodologies,” Badr said. The earliest recorded observation of cancer is in an ancient Egyptian medical text known as the Edwin Smith Surgical Papyrus, which dates back to around 3000 BC to 2500 BC. But there was none for the breast cancer patient’s tumors, Camarós said.

Fluctuating disease rates, innovative treatments and talk of “moonshots” in the White House may make cancer seem like a modern scourge. But a new discovery highlights how humans dealt with the illness and hunted for cures as far back as the time of the ancient Egyptians. Scientists led by Edgard Camarós, a paleopathologist at the University of Santiago de Compostela in Spain were studying an approximately 4,600-year-old Egyptian skull when they found signs of brain cancer and its treatment. This discovery, reported in a study published Wednesday in the journal Frontiers in Medicine, suggests that ancient Egyptians studied brain cancer using surgery. If the cuts were made while the person was alive, they may have even attempted to treat it.

Kamala Harris arrived in San Juan, P.R., last Friday for her first official visit as vice president. The trip was meant, in part, to highlight the Biden administration’s dedication to aiding the island’s recovery. Ms. Harris’s roughly five-hour visit began in the community of San Isidro, in the municipality of Canóvanas. Many of the residents lack land titles, which made them ineligible for the Federal Emergency Management Agency programs Ms. Harris aimed to promote. The area was originally an informal settlement built on public wetlands by those displaced after Hurricane Hugo in 1989.

"We're working side-by-side to combat arms trafficking, to tackle organized crime and to address the opioid epidemic, including fentanyl," Biden said. "I think the potential for unintended harm from the use of AI exists in any federal agency and in any use of AI," said DHS Chief Information Officer Eric Hysen. And when we interact with people, it can be during some of the most critical times of their lives." Historically, academics have flagged the dangers of AI regarding racial profiling and because it can still make errors while identifying relationships in complex data. The guidelines will also require that facial recognition matches discovered using AI technology be manually reviewed by human analysts to ensure their accuracy, according to a new directive that the agency plans to release alongside the AI memo later on Thursday. Another area where DHS has already uses AI technology extensively is on the southern border, where the agency has deployed more than 200 surveillance cameras, said Hysen.

REUTERS/Juan MedinaMADRID, April 24 (Reuters) - Spain on Monday will dig up the body of Jose Antonio Primo de Rivera, founder of the fascist Falange movement that supported the Francoist regime, and remove it from a mausoleum carved into a mountainside near Madrid. Last year, the Valley of the Fallen was renamed Valley of Cuelgamuros - the original name of the site - under Spain's new Democratic Memory law. "It's another step in the resignification of the valley," Presidency Minister Felix Bolanos told reporters in Barcelona on Friday. The son of dictator Miguel Primo de Rivera, who governed Spain from 1923-1930, Jose Antonio was shot by firing squad in November 1936 by left-wing Republican forces in Alicante. Franco, a conservative general, and Primo de Rivera, a flamboyant playboy, had little love for each other, according to Francos's biographer Paul Preston.
April 19 (Reuters) - Eight healthcare workers will go on trial over the death of Diego Maradona after being charged with "homicide by negligence", Argentine media reported on Wednesday. The process is unlikely to start until next year and the defendants could face prison sentences ranging from eight to 25 years, the reports said. The Interdisciplinary Group of Independent Experts (GIEI), human rights experts who have tracked the investigation, on Friday urged the military to cooperate with informational requests, and for prosecutors to issue more arrest orders. "We have insisted on the need for verifying and carrying out these arrest orders," she told a news conference. Prosecutors last year called for the arrests of 83 military, police and government officials, among others, with 21 of the arrest orders later withdrawn. Buitrago said the GIEI has now sent evidence to prosecutors supporting the arrest orders that were dropped. The rights experts said the military had told them that certain documents and records did not exist even after the GIEI had obtained some of those same records.
