Since the arrival in late June of a foreign police force known as the Multinational Security Support (MSS) mission, criminal attacks here have slowed. But in “red zones” across the city and beyond, a new war is just beginning, as gangs test the still-forming MSS. In other words, the MSS mission has no time to lose. Port-au-Prince, Haiti CNN —Security forces protecting Haiti’s leader provided covering fire as he left a hospital in Port-au-Prince after an interview with CNN, in a stark illustration of the violence that continues to plague the gang-ravaged nation. Conille initially proceeded with the interview and did not remark on the gunfire — which is not an unusual thing to hear in Port-au-Prince. No one was injured and the prime minister was safely returned to his office. In May, Conille was appointed prime minister during the government’s transition period, with the aim to eventually lead Haiti to new elections. Conille had previously briefly served as prime minister from 2011 to 2012 during the presidency of Michel Martelly.

Conille has been UNICEF's regional director for Latin America and the Caribbean since January 2023 and previously served as Haiti's prime minister from October 2011 to May 2012 under then President Michel Martelly. He worked for several years at the United Nations before Martelly designated him as prime minister in 2011. It also accused the council of not being transparent while choosing a new prime minister, saying it did not publicly share the criteria used or the names submitted, among other things. CNN —A transitional council responsible for choosing Haiti’s next leadership has named one of its members as council president and proposed a new interim prime minister amid efforts to control the gang violence in the Caribbean nation. The council, which is responsible for paving the way for elections and addressing the country’s deteriorating security situation, on Tuesday named Edgard Leblanc Fils as its president and proposed former sports minister Fritz Bélizaire as new interim prime minister. It is tasked with the responsibility of naming a new prime minister and cabinet. The country’s former prime minister, Ariel Henry, resigned last week as the council was sworn in and the former finance minister, Michael Patrick Boisvert, has been filling the role on a temporary basis. One of the gangs’ leaders, Vitel’homme Innocent, told CNN recently that if the gangs do not get a seat, they would try other means.

CNN —Haiti’s Prime Minister Ariel Henry announced his resignation on Thursday, handing power over to a transitional council that will seek to gain control of the violence-ravaged nation. CNN —Haiti’s embattled Prime Minister Ariel Henry says his country’s constitution states that only he and his cabinet can appoint a council for the transition of power, Henry’s office told CNN exclusively on Wednesday. Haitian Prime Minister Ariel Henry, leaves the auditorium after speaking to students during a public lecture on bilateral engagement between Kenya and Haiti, at the United States International University (USIU) Africa, in Nairobi on March 1, 2024. Haitian Prime Minister Ariel Henry has resigned as head of the Caribbean nation, the leader of a regional body said on Monday, an unelected role the 74-year-old neurosurgeon has held since the 2021 assassination of the country's last president. "We acknowledge his resignation upon the establishment of transitional presidential council and naming an interim prime minister," said Caribbean Community (CARICOM) chair and Guyanese President Irfaan Ali, thanking Henry for his service to Haiti. Ali said the presidential council would have two observers and seven voting members, including representatives from several coalitions, the private sector, civil society and one religious leader. The council has been mandated to "swiftly" appoint an interim prime minister, he added, and anyone who intends to run in Haiti's next elections will not be able participate.

In Henry’s place, a transitional council will be established and endowed with some powers of the presidency – including the ability to name a new interim prime minister. It is unclear how long it could take to establish a transitional council to begin the transfer of power, though Haiti’s former PM Claude Joseph told CNN that it could be created within 24 hours. The big question is whether these changes can bring calm to Haiti, and put a stop to the terrible violence tearing apart Haiti’s capital Port-au-Prince. Talks with regional leaders continued, leading into the emergency CARICOM meeting on Monday. The United States will contribute $300 million to the Kenyan-led multinational security mission, Blinken said after attending the CARICOM meeting on Monday.

Henry submitted his resignation, officials of the regional bloc CARICOM announced Monday night. “We acknowledge the resignation of Prime Minister Ariel Henry upon the establishment of a transitional presidential council and the naming of an interim prime minister,” Guyana leader and current CARICOM President Irfaan Ali said. Henry was under pressure from the US to secure a political settlement, but it is far from clear who will step in. One named touted is Guy Philippe, a rebel leader recently deported from the US to Haiti after serving time for money laundering. But his decision only further enraged protesters who had for months demanded he stand down as Haiti slid further into poverty and rampant gang violence.

VATICAN CITY (Reuters) - Pope Francis on Sunday called for the release of hostages, including six nuns, who were kidnapped on a bus in Haiti on Friday, and said he was praying for social harmony in the country. Armed gunmen hijacked a bus in Haiti's capital Port-au-Prince with at least six nuns on board and drove off to an unknown destination taking all passengers hostage, Vatican News reported on Saturday, citing the Haitian Conference of Religious group. "I have learned with sorrow of the kidnapping, in Haiti, of a group of people, including six religious sisters", Pope Francis said after his weekly Angelus prayer. The violence comes ahead of a court decision expected on Jan. 26 on a Kenyan-led multinational force to address gang violence in the country, one of the poorest in the Western Hemisphere. UNITED NATIONS (AP) — Pakistan’s interim prime minister said he expects parliamentary elections to take place in the new year, dismissing the possibility that the country’s powerful military would manipulate the results to ensure that jailed former premier Imran Khan’s party doesn’t win. Kakar resigned as a senator last month after outgoing Prime Minister Shehbaz Sharif and opposition leader Raza Riaz chose him as caretaker prime minister to oversee the elections and run the day-to-day affairs until a new government is elected. “The most important player in this dispute is the Kashmir people," Kakar said. “It is neither India or Pakistan,” but the Kashmiri people who "have to decide about their identity" and their future. It’s just a divine blessing.”By law, he can’t contest the elections when he’s interim prime minister, but Kakar said in the future he hopes “to play a constructive political role in my society.”

Bulgaria gears for its fifth election in two years on April 2

SOFIA, Jan 24 (Reuters) - Bulgarian President Rumen Radev on Tuesday said he would set April 2 as the date for the country's fifth parliamentary election within two years after inconclusive October polls failed to produce a working government. Radev has to dissolve the parliament after the Socialists became the third political party to refuse to form a regular government in a deadlocked parliament. Bulgaria, European Union's poorest and one of its most corrupt member states, has been rocked by political instability since anti-graft protests in 2020. "I will issue a decree to dissolve the National Assembly on Feb. 3 and will appoint the parliamentary election on April 2," Radev told reporters. The political crisis is likely to delay much needed reforms to combat high-level graft and hamper Bulgaria's ability to use efficiently EU funds.
Haitian gangs have for a month prevented the distribution of diesel and gasoline, crippling businesses and hospitals and creating shortages of basic goods including water just as the country is struggling with a new outbreak of cholera. The State Department has created a new visa restriction policy targeting those who support the gangs and has sent a Coast Guard vessel to patrol Haitian waters. Sporadic looting and gun battles between gangs and police have become increasingly common in recent weeks as the shortages have led to mounting desperation. Another Biden administration official during the phone briefing said the travel bans were meant to hold accountable those who are linked to the gangs. "Our intent in doing so is to demonstrate that there are consequences for those who fund and foment violence in Haiti," the official said.
