The independent Oversight Board that hears appeals about content decisions on Facebook and Instagram said Tuesday it would consider whether the pro-Palestinian phrase "from the river to the sea" violates the platforms' rules including their ban on hate speech. In each of the three cases, other Facebook users reported the phrase, saying it violated platform rules on hate speech, incitement or violent organizations. The users opposed to the phrase then appealed to the Oversight Board. One of the Facebook posts being reviewed by the Oversight Board received about 8 million views, the board said. In one of its most significant decisions, the Oversight Board in 2021 upheld the suspension of former President Donald Trump from Meta's platforms but ruled that it was inappropriate to make the ban indefinite.

Basem Naim, an Istanbul-based member of Hamas’ political bureau, told CNN on Thursday that the group would agree to disarm if an independent Palestinian state was established. Hamas has traditionally rejected a two-state solution that would see a Palestinian state established alongside Israel and has instead advocated the creation of a Palestinian state in all of historic Palestine that today encompasses Israel, the occupied West Bank, occupied East Jerusalem and Gaza. Barghouti said Hamas indicated as far back as 2007, when it led a Palestinian national unity government, that it is willing to accept a Palestinian state along the 1967 borders. Last week, Turkish Foreign Minister Hakan Fidan said at a news conference in the Qatari capital Doha that Hamas is willing to function solely as a political party once a Palestinian state is created, citing meetings between the group and Turkish officials.

United Nations CNN —The Palestinian Authority is again requesting membership in the United Nations, according to a post on X from the Palestinian permanent observer mission to the UN on Tuesday. In September 2011, the Palestinian Authority failed to win UN recognition as an independent member state. Since then, Hamas has ruled Gaza and the Palestinian Authority governs parts of the Israeli-occupied West Bank. CNN —Palestinian Authority Prime Minister Mohammed Shtayyeh and his government have submitted their resignations, he announced Monday. The resignation comes as the Palestinian Authority (PA), which is seen as corrupt, comes under intense pressure from the United States to reform and improve its governance in the Israeli-occupied West Bank. The PA was set up in the mid-1990s as a temporary government pending Palestinian independence after the Palestine Liberation Organization signed the Oslo Accords with Israel. THE HAGUE, Netherlands (AP) — Historic hearings are opening on Monday at the United Nations’ top court into the legality of Israel’s 57-year occupation of lands sought for a Palestinian state. Israel captured the West Bank, east Jerusalem and the Gaza Strip in the 1967 Mideast war. It has built 146 settlements across the West Bank, according to watchdog group Peace Now, many of which resemble fully developed suburbs and small towns. An additional 200,000 Israelis live in settlements built in east Jerusalem that Israel considers to be neighborhoods of its capital. Israel’s annexation of east Jerusalem, home to the city’s most sensitive holy sites, is not internationally recognized.

Under the Oslo Accords peace agreement, the West Bank has been split into three distinct areas, depending on who is in charge. Israel has full administrative and security control over 60% of the West Bank area, which it continues settling its citizens in. Earlier this month, Biden issued an executive order imposing sanctions on four settlers accused of directly perpetrating violence or intimidation in the West Bank. Blinken appealed to Netanyahu and other Israelis still reeling from the Hamas attack not to allow vengeance to dictate their continued response. In Qatar on Tuesday, both Qatar’s prime minister and Blinken said the proposal had promise as a starting point for further negotiation. And Blinken talked up Saudi Arabia’s interest in normalizing relations with Israel, provided the Gaza war ends and the Palestinians are given a clear, credible and time-bound pathway to an independent state. “We remain determined as well to pursue a diplomatic path to a just and lasting peace, and security for all in the region, and notably for Israel,” Blinken said in Tel Aviv. However, Netanyahu is opposed to the creation of a Palestinian state and has said Israel will maintain open-ended security control over Gaza.

OTTAWA (Reuters) - Canada will impose sanctions on Israeli settlers who incite violence in the West Bank and introduce new sanctions on Hamas leaders, Foreign Minister Melanie Joly said on Sunday, after the United States took similar action last week. In an interview with the Canadian Broadcasting Corp on Sunday, Joly said some settlers "will be sanctioned" and "we will also bring new sanctions on Hamas leaders". RIYAK, Lebanon (AP) — Britain’s top diplomat said Thursday that his country could officially recognize a Palestinian state after a cease-fire in Gaza without waiting for the outcome of what could be years-long talks between Israel and the Palestinians on a two-state solution. Israeli Prime Minister Benjamin Netanyahu, for his part, has publicly rejected the creation of an independent Palestinian state after the war, and has even boasted in recent weeks that he was instrumental to preventing Palestinian statehood. A move by some of Israel’s key allies to recognize a Palestinian state without Israel’s buy-in could isolate Israel and put pressure on it to come to the table. Hamas has so far taken the position that its leaders would not leave the enclave as part of a ceasefire deal. The plan would include Britain training Lebanese army forces to carry out more security work in the border region, he said.

The Palestinian Health Ministry said Israeli forces opened fire inside the wards of the Ibn Sina Hospital in the town of Jenin.
