The Islamist militant group Al Shabab claimed responsibility for the deadly assault, which started late Friday. Al Shabab have been waging an insurgency against the internationally backed government in Somalia for more than 17 years and have previously targeted the beach area, Lido, which is popular with businesspeople and officials as well as with other residents. A witness, Mohamed Jibril, said that, at the time of the attack, he had been out with friends in the area, which had been thronged with hundreds of people. “We heard a loud explosion followed by gunfire,” Mr. Jibril said in an interview. “I saw many people lying on the beach asking for help, and no one dared to help them because there was ongoing shooting.”

The bipartisan committee formed to study opposition grievances wants the electoral commission reconstituted and an audit of the last presidential election. As a result, the committee was formed in August with the backing of a parliamentary resolution and was mandated to study the grievances and propose necessary policy reforms to the government. In its report, the committee recommended the "restructuring and reconstitution" of the Independent Electoral and Boundaries Commission (IEBC), the country's electoral body. "The committee recommended the appointment of a panel of experts who would evaluate the 2022 electoral process and a mechanism for evaluating future elections." The government, the committee said in the report, should also review its tax policy, rationalise public expenditure and expand the reach of social protection.

NAIROBI, March 11 (Reuters) - Kenya's President William Ruto has appointed Susan Koech, a career banker who has also worked in top government posts, to be the second deputy governor of the central bank, his spokesperson said. The post had been unoccupied for more than five years after Ruto's predecessor failed to fill it when its previous occupant left. The bank has been led by Governor Patrick Njoroge and one deputy, Sheila M'mbijiwe. Hussein Mohamed, Ruto's spokesperson, said on Twitter late on Friday Ruto had made the appointment, using a legal notice. Neither the central bank nor the previous government had ever commented on the vacancy for the second deputy.
