When historians and political scientists rank presidents from best to worst, Donald Trump invariably comes out at the bottom. This year, to give one example, the 2024 Presidential Greatness Project released the results of a survey of 154 current and former members of the Presidents and Executive Politics Section of the American Political Science Association. The highest ranked included no surprises: on a scale of 0 to 100, Abraham Lincoln (95.03), Franklin Delano Roosevelt (90.83), George Washington (90.32), Teddy Roosevelt (78.58) and Thomas Jefferson (77.53). Dead last: Donald Trump (10.92), substantially below James Buchanan (16.71), Andrew Johnson (21.56), Franklin Pierce (24.6) and William Henry Harrison (26.01).

The disappointment is that Henry didn’t manage to increase membership in her own union. In fact, S.E.I.U.’s membership fell to under 1.9 million now from about 2.1 million when she took office. Those workers at McDonald’s, Burger King and other chains who are enjoying higher pay aren’t paying dues to any conventional union. It continues to claim “about” two million members. But in a filing with the Department of Labor in March, the union stated that it had 1,845,500 members, of which 30,015 were retired.

In Henry’s place, a transitional council will be established and endowed with some powers of the presidency – including the ability to name a new interim prime minister. It is unclear how long it could take to establish a transitional council to begin the transfer of power, though Haiti’s former PM Claude Joseph told CNN that it could be created within 24 hours. The big question is whether these changes can bring calm to Haiti, and put a stop to the terrible violence tearing apart Haiti’s capital Port-au-Prince. Gang violence has plunged Haiti, a Caribbean nation with a long history of upheaval, into one of its worst periods of chaos. The country’s embattled prime minister, Ariel Henry, has been stranded for days in Puerto Rico as the gang takeover has made it impossible for him to return. Mr. Henry had traveled to Kenya last week to make final arrangements for the East African country to deploy 1,000 police officers in a U.N.-sanctioned mission to quell the violence. But the deepening chaos is raising doubts about whether the plan can move forward. The Biden administration is increasing pressure on Mr. Henry to establish what Linda Thomas-Greenfield, the U.S. ambassador to the United Nations, called “a presidential transitional council that will lead to elections.”

Why checked bag fees are at record highs
  + stars: | 2024-03-02 | by ( Nathaniel Meyersohn | ) edition.cnn.com   time to read: +7 min
Checked bag fees are hitting record highs as airlines up the ante. So an airline can save $75 million in tax fees off its $1 billion revenue in domestic checked-bag fees. The introduction of bag fees was also a response to the rise of low-price carriers like Spirit in the United States and Ryanair in Europe. But airlines kept the bag fees in place and even raised them in an effort to make up for the lost revenue from change fees. Bag fees have been a political punching bag.
