Portia Stafford, a petite and usually soft-spoken 22-year-old, shouted through the razor wire at the burly men guarding the construction site in Soweto, a sprawling township in South Africa. When a guard threatened to shoot, the group backed off and Ms. Stafford felt her resolve deflate. Ms. Stafford, her sister and two cousins all have high school diplomas — historically a ticket to a decent job in South Africa. “There’s no moving forward,” Ms. Stafford said. She frets that only those with connections succeed, but she said, “I keep trying to get a job, and I go all out.”

NEW DELHI (AP) — A toxic blanket of grey smog hangs over New Delhi’s monuments and high-rises. Authorities are struggling to rein in severe air pollution levels, an annual and chronic health crisis that disrupts the lives of over 20 million in the city every year. On Tuesday, the air quality index veered close to the 400 mark for tiny particulate matter, a level considered hazardous and more than 10 times the global safety threshold, according to SAFAR, India’s main environmental monitoring agency. The severe air pollution crisis affects every resident in the city, but the millions who work outdoors are even more vulnerable. "If I had had employment back home, I wouldn’t have come to Delhi to work.”

In South Africa, Nelson Mandela is everywhere. The country’s currency bears his smiling face, at least 32 streets are named for him and nearly two dozen statues in his image watch over a country in flux. The party Mr. Mandela led after his release from prison, the African National Congress, is in serious danger of losing its outright majority for the first time since he became president in 1994 in the first free election after the fall of apartheid. Mr. Mandela’s image — which the A.N.C. has plastered across the country — has for some shifted from that of hero to scapegoat.

Many professional hunters argue that safari hunting promotes conservation because it gives communities a financial interest in protecting animals. But some people living around the park say they protected the animals, and yet see little of the promised revenue. He tried to upgrade his hut to a three-room house, but could afford only enough bricks to get to knee height. He said he does not want to let down his former adversaries the Owenses, and Mr. Owens in particular. “If he hears I’ve gone back to poaching,” Mr. Mutondo said, “he’ll be disappointed.”
