According to the CCP's plan, by 2020, China was supposed to have "achieved iconic advances in AI models and methods, core devices, high-end equipment, and foundational software." Censorship requirements may slow China's AI development and limit the commercialization of domestic models, but they will not stop Beijing from benefiting from AI where it sees fit. We're not seeing a huge gap between the models Chinese companies have been able to roll out. The current price war is a race to the bottom, similar to what we've seen in the Chinese technology space before. A race to the bottom may simply beggar China's AI ecosystem.

Burkina Faso extends military rule for five years

CNN —Burkina Faso’s military regime will extend its rule by five years under a new agreement reached during national consultations on Saturday, the talks’ chairman Colonel Moussa Diallo said on state television. A video of Traore signing the amended accord in front of a cheerful crowd was broadcast on Burkinabè state TV on Saturday. Most political party activities have been suspended in the country under the military rule. Burkina Faso, plagued by recurrent jihadist violence that has claimed thousands of lives for almost a decade, has seen two military coups in 2022. The first one in January brought Lieutenant-Colonel Paul Henri Sandaogo Damiba to power, before being himself overthrown in September of the same year by Captain Traoré.

Israel and Hamas are engaged in tense cease-fire talks despite fighting in Rafah. Israel wants to keep its right to conduct more operations in Gaza, an analyst told Al-Jazeera. AdvertisementCease-fire talks to end the fighting in Gaza are still taking place in the background, despite Israel's military incursion into Rafah. The IDF's ongoing military operation comes as Israel and Hamas are engaged in tense talks to broker a cease-fire deal. This could lead to Netanyahu, Israel's longest-serving prime minister, losing power and an investigation into how Hamas' October 7 terrorist attacks were allowed to happen on his watch, he said.

In a paradigm shift after decades of shadow proxy war, Tehran is usurping Israel’s strategy. “We have decided to create a new equation,” Iran’s Islamic Revolutionary Guard Corps (IRGC) Commander Hossein Salami said. When faced with existential threats in the past, Israel has executed the most audacious raids the region has ever witnessed. The damage that can be inflicted on Iran is huge, is huge.”So the most important question right now must be, can Netanyahu read the room right – with Iran threatening to attack, allies warning him not to – and avoid triggering a regional war. Iran, he implied, won’t attack Israel as long as it fears America’s reaction.

During oral arguments, justices asked questions about what constitutes coercion and in what cases the government can intervene with suggestions for the conduct of social media companies — and also showed off some of their media knowledge. AdvertisementMurthy v. Missouri is one of several cases the high court will hear about social media and the First Amendment this year. However, Roberts agreed with the pair and pointed out that government agencies do not have a "monolithic" point of view on moderation of social media content. An injunction previously handed down by the Fifth Circuit of Appeals on the same case barred a wide-ranging group of government officials from contacting social media companies. However, it is unlikely that the Supreme Court will uphold it, Vox reported.

CNN —Around 170 people have been “executed” in attacks on three villages in Burkina Faso’s northern Yatenga province, the regional public prosecutor has said. Aly Benjamin Coulibaly said in a statement on Friday that his office was initially informed of the “massive murderous attacks” in the villages of Komsilga, Nodin and Soroe on February 25. At least 15 Muslims and 15 Catholics were killed when “hordes of terrorists launched simultaneous attacks” on Tankoualou and Essakane villages, the government press agency Agence d’Information du Burkina (AIB) reported last week. Large areas of the north and east of Burkina Faso have become ungovernable since 2018. Millions have fled their homes, fearing further raids by gunmen who frequently descend on rural communities on motorbikes.

Journal Editorial Report: Paul Gigot interviews Bjorn Lomborg on COP28. Images: AP/EPA Composite: Mark KellyPolitical, business and security leaders gather in Davos next week under the mantra of “rebuilding trust.” Key topics include security cooperation, artificial intelligence, energy security and job growth “for a New Era.” Undoubtedly there will also be calls to phase out fossil fuels and aspirations for a hydrogen-based green economy. Amid this grand planning for the industries of 2050, leaders likely will pay little attention to how government pressure to reach this utopian vision is destroying the industries that made Europe the envy of the world. Over the past two years, dozens of energy-intensive manufacturers of our most basic materials—chemicals, steel, ceramics, glass and fertilizers—have ceased or slowed production in Europe. As the leader of a U.S.-headquartered chemical company that once had more than 50% of its revenue and employees in Europe, I have witnessed this devolution firsthand.

A new report says an elite IDF intelligence unit warned that Hamas was practicing for a big attack. AdvertisementAn elite intelligence unit of the Israel Defense Forces (IDF) saw signs that Hamas was preparing for a massive terror attack, but early warnings ultimately went ignored, according to a new report. Unit 8200 is part of the IDF's decades-old Military Intelligence Directorate, which is responsible for collecting and processing intelligence from enemy groups like Hamas. Chris McGrath/Getty ImagesAccording to Channel 12's reporting, the NCO's colleagues did not ignore the warnings, and they even collected intelligence on additional Hamas training a few days later. For example, Israeli intelligence was focused on other threats, like Hezbollah in Lebanon, and downplayed the dangers of Hamas.

As international pressure grows to extend a temporary cease-fire with Hamas, some right-wing members of Prime Minister Benjamin Netanyahu’s government are threatening to bring it down if he does not resume fighting in Gaza. While Mr. Ben-Gvir’s departure alone would not topple the government, it would give Mr. Netanyahu a very slim majority to keep his hold on power. But far-right members of Mr. Netanyahu’s government have been critical of the cease-fire, arguing that Israel should continue its military assault on Gaza. Mr. Netanyahu’s approval ratings have steadily declined since the Oct. 7 attacks on Israel. In a poll conducted by Israel’s Bar-Ilan University earlier this month, trust in Mr. Netanyahu was at 4 percent.

One baby was discharged in Gaza and went home with his parents to their temporary shelter, while two others stayed in the ICU unit of the Emirati hospital in Rafah, Gaza. Platinum is used to make the electrolyzers that produce hydrogen and the sharp down cycle in South Africa’s platinum mining sector demonstrates the risk that low prices and lack of investment could slow the energy transition. Prices for other commodities have also fallen, while miners have been complaining of rising costs and seem to be limiting their capital expenditures. Two days earlier, the body of 38-year-old Krystal Marshall was recovered from the charred remains of her home after a house fire in South Australia, according to SA Police. The number of women killed by violence in Australia has ranged between 43 and 84 each years since Counting Dead Women began tallying deaths in 2012. Since then, she said she’s noticed a change in the way people, including the police, respond to domestic violence. But until those lessons are learned, state authorities are strengthening their responses to domestic violence. Meta said on Monday that it will introduce an advertisement-free subscription option for Facebook and Instagram for the first time beginning next month for users in Europe, a sign of how government pressure is leading large tech companies to change their core products. The social networking company said it was complying with “evolving European regulations” by introducing the subscription option in the European Union, Iceland, Liechtenstein, Norway and Switzerland. Starting in November, users will be able to choose to continue using Facebook or Instagram for free with ads, or to subscribe to stop seeing ads, Meta said. The cost will range from 9.99 euros a month ($10.58) on the web to 12.99 euros a month ($13.75) on iOS and Android devices, and apply to a user’s linked Facebook and Instagram accounts. Amazon, Apple, Google, TikTok and others are also making changes to comply with new rules in the European Union, which is home to roughly 450 million people across 27 countries.
