CNN —Cambodian strongman leader Hun Sen has thrown his weight behind a new homegrown messaging app, which critics say is a way for the government to monitor and undermine political discussion in the country. One of the world’s longest-serving leaders, Hun Sen has ruled Cambodia with an iron fist for more than three decades. Though his eldest son, Hun Manet, succeeded him as prime minister last year, Hun Sen remains the ruling party’s center of power. Greater online surveillanceInternet freedom in Cambodia has experienced a drastic regression under Hun Sen’s rule, rights groups say. CNN has reached out to Hun Sen’s office for comment.

During the eight years that Juan Orlando Hernández was president of Honduras, the tiny country was a conduit for hundreds of tons of cocaine that flowed north into the United States. Mr. Hernández’s political fortunes were tied to the gangs that transported those drugs, according to federal prosecutors in Manhattan. The traffickers fueled his rise, subsidizing Mr. Hernández’s campaigns in return for promises of protection, even as the two-term president presented himself as a U.S. ally in the war against drugs, prosecutors said. Now Mr. Hernández will spend 45 years in prison. Judge P. Kevin Castel called Mr. Hernández “a two-faced politician hungry for power” who had masqueraded as an antidrug crusader while partnering with traffickers.

The country is confronting a perilous moment, internally estranged over politics and culture and as multiple foreign policy crises deepen. Biden has dedicated his term to expanding NATO to counter the Kremlin’s onslaught on Ukraine and threat to wider Europe. This leaves Biden badly needing to use Thursday night’s debate to convince voters that he can make their lives better — and soon. Post-game coverage of Thursday’s debate is certain to zero in on the best verbal jabs, soundbites and the stamina and energy of the rival candidates. But the most meaningful impact of the clash between Trump and Biden will only begin to unfold after noon on Inauguration Day, January 20, 2025.

The charges stemmed from allegations by Duterte that De Lima had received payoffs from convicted drug gangs to fund her 2016 senatorial bid. Speaking to reporters outside the court, De Lima said Duterte would be held responsible for “sins committed” against Filipinos. Jam Sta Rosa/AFP/Getty ImagesDuring his tenure as president, Duterte repeatedly said the killings of drug suspects are lawful if police are acting in self defense. In July last year, the International Criminal Court (ICC) rejected an appeal by the Philippine government to block an investigation by prosecutors into Duterte’s drug war. The Philippines was formerly a signatory to the ICC but Duterte canceled the country’s membership after the court began probing his drug war.

A US-based lawyer who has represented accused Chinese money launderers said the tempo of law enforcement operations against the alleged launderers has increased in recent weeks as federal agents close in on “bigger fish” among Chinese money launderers in the US. None of the federal law enforcement agencies involved in tracking Chinese money launderers agreed to be interviewed on the record. Grassley and Whitehouse have each introduced legislation they say is key to closing loopholes in US law that are actively exploited by the cartels’ money launderers. Elaborate networksRecent court documents illuminate how far-flung and elaborate US-based networks of alleged Chinese money launderers are. Mirror TransactionsExperts say the Chinese money launderers have mastered the art of so-called mirror transactions, which involve a series of deposits at multiple bank accounts to conceal the drug money.

“We have the Israelis right where we want them,” Sinwar told Hamas’ political leadership in Qatar recently, according to one of the messages, the WSJ reported Monday. The date of the message isn’t clear but suggests that Sinwar is pressing for the war to continue. “Israel’s journey in Rafah won’t be a walk in the park,” Sinwar allegedly said in a message to the Hamas political leadership. CNN has not seen the leaked messages viewed by the WSJ and is not able to confirm the authenticity of the communications. The landmark vote means the UNSC now joins other major global bodies in backing the plan, increasing international pressure on both Hamas and Israel to end the conflict.

CNN —Microsoft and Google will offer free or discounted cybersecurity services to rural hospitals across the United States to make them less vulnerable to cyberattacks that have disrupted patient care and threatened lives, the White House and Microsoft said Monday. Microsoft said in a statement to CNN that it would provide free security updates for eligible rural hospitals, as well as security assessments and training for hospital staff. Google will provide free cybersecurity advice to rural hospitals and start a pilot program to match the firm’s cybersecurity services with the needs of rural hospitals, Anne Neuberger, the top cyber official at the White House National Security Council, told reporters on Sunday. The nation’s roughly 1,800 rural community hospitals are among the most vulnerable to dangerous ransomware attacks because they often lack IT security resources and cybersecurity-trained staff. “We do see a much more permissive environment in Russia by both hacktivists and criminals, and it’s of concern,” Neuberger, the White House official, told reporters.

Mexico's drug cartels and gangs appear to be playing a wider role than before in Sunday's elections that will determine the presidency, nine governorships and about 19,000 mayorships and other local posts. The country's powerful drug cartels have long staged targeted assassinations of mayoral and other local candidates who threaten their control. Security analyst David Saucedo says it's likely some drug gangs will try to force voters to cast ballots for their favored candidates. "It it is reasonable to assume that the cartels will mobilize their support bases during Sunday's elections," Saucedo said. While they did not say who was behind the attack, the town is completely dominated by two warring drug cartels, Jalisco and Sinaloa.

Eighteen teenagers and young men who the authorities said belonged to street gangs were charged on Wednesday with unleashing a wave of gun violence in Brooklyn that killed two 16-year-old boys and injured 10 others over a three-year period. Some of the people charged were as young as 14 when they committed crimes that included firing guns at people, according to prosecutors. During a news conference, Eric Gonzalez, the Brooklyn district attorney, played a series of surveillance videos that showed young men and boys, wearing hoods or masks, opening fire on busy streets, often in broad daylight. One video showed a young couple walking with a stroller on a sidewalk just before shooting erupted. In another clip, people could be seen scattering, running into stores or ducking behind garbage cans to avoid bullets.

Sheinbaum is riding on a wave of popularity with the support of her long-time ally, Mexican President Andrés Manuel López Obrador, and their leftist Morena party. Mexico's President Andrés Manuel López Obrador gestures during an event in Mexico City. It was a strategy that saw the son of Mexican drug lord Joaquin “El Chapo” Guzman released on the orders of López Obrador in 2019 to avoid bloodshed. The Supreme Court upheld an opposition complaint and ordered López Obrador to return the National Guard to civilian jurisdiction. Conille has been UNICEF's regional director for Latin America and the Caribbean since January 2023 and previously served as Haiti's prime minister from October 2011 to May 2012 under then President Michel Martelly. He replaces Michel Patrick Boisvert, who was named interim prime minister after Ariel Henry resigned via letter in late April. He worked for several years at the United Nations before Martelly designated him as prime minister in 2011. It also accused the council of not being transparent while choosing a new prime minister, saying it did not publicly share the criteria used or the names submitted, among other things. In addition to picking a new prime minister, the council also is responsible for selecting a new Cabinet and holding general elections by the end of next year.

CNN —Haiti’s Transitional Presidential Council has tapped former Prime Minister Garry Conille to return to the position during the government’s transition period, council president Edgard Leblanc Fils said Tuesday. Conille briefly served as prime minister from 2011 to 2012 during the presidency of Michel Martelly. His appointment is a key step in the reconstruction of Haiti’s government, following the ouster of former Prime Minister Ariel Henry earlier this year. The new prime minister and the nine-member council must also select a cabinet and eventually lead Haiti to new elections. That foreign mission, led by Kenya, is now expected to arrive sometime in June.

An experienced international aid official, Garry Conille, was unanimously appointed prime minister of Haiti by a Presidential Transition Council on Tuesday, which tasked him with leading the country out of its current crisis until elections for a new president can be held. Mr. Conille will take on his new role just as a U.N.-backed security mission led by Kenyan police is scheduled to begin operations in the violence-torn Caribbean nation, which is battling to restore political stability and tackle armed gangs who control large parts of the capital, Port-au-Prince. Fluent in English, French and Creole, Mr. Conille’s credentials include a 25-year career working for the United Nations and other aid agencies. He also briefly led Haiti as prime minister over a decade ago during another period of crisis following the devastating 2010 earthquake. But Mr. Conille has spent many of the last few years outside the country, and his perhaps rusty domestic political skills are sure to be tested by the highly volatile situation he will encounter as prime minister.
