CNN —An unusual horned comet notable for a series of outbursts, nicknamed the “devil comet,” will make its closest approach of Earth on Sunday around 3 a.m. Given that the comet won’t pass by Earth again for decades, collective observations by astronomers could provide key insights into its true nature and behavior. Officially known as Comet 12P/Pons-Brooks, the celestial object made its closest pass of the sun on April 21, coming within 74.4 million miles (119.7 million kilometers) of our star. The comet will make its closest pass of Earth on Sunday, but it will be more than 143 million miles (230 million kilometers) away from our planet and won’t pose a risk. An overlapping series of events likely has contributed to Pons-Brooks’ distinctive look, but it could also be due to our perspective of the comet, Kareta said.

A trader signals an offer in the Standard & Poor's 500 stock index futures pit at the CME Group in Chicago on Dec. 14, 2010. The data feeds for key market averages had an issue on Thursday that caused the calculations for the S&P 500 and the Dow Jones Industrial Average to halt for about an hour. It appears the calculations for the Dow and S&P 500 froze at about 10:41 a.m. Futures markets for the S&P 500 and the Dow appeared to be operating normally during the pause. Capital city La Paz boasts three eateries — Gustu, Ancestral and Phayawi — currently ranked among the top 100 restaurants in Latin America. Bolivia’s food revolution has also spread to major cities such as Sucre as well as the Uyuni Salt Flats. CNN —It was supposed to be a celebration, but one family’s unique meal of black bear meat sent several members to the hospital instead. One family member, a hunter, brought some black bear meat that he had harvested in northern Saskatchewan in May 2022. Rather, it was “difficult for the family members to visually ascertain the level of doneness” because the meat was dark in color. Tests soon confirmed that that was the case, and tests were recommended for the other family members. Four had eaten bear meat and vegetables, but the other two had eaten only vegetables cooked with the meat.

Eastern Ukraine CNN —Russian President Vladimir Putin’s signaling this week that he is open to peace talks should be viewed with vast, overshadowing caveats, and the weight of Ukraine’s - and the West’s - past experience of Russian diplomacy. Putin questioned the legitimacy of Ukraine’s President Volodymyr Zelensky, who Moscow has repeatedly assailed, after Kyiv had to delay elections because of the very war Putin started. Zelensky has said he hopes China - Russia’s most potent ally but only partial supporter in the Ukraine war - will attend. Putin may be talking peace now to suggest to Beijing to not be involved in diplomacy about Russia without Russia present. Valentyn Ogirenko/ReutersUkraine’s Foreign Minister, Dmytro Kuleba, said Friday that Putin’s hints at peace talks were directly aimed at sabotaging the summit.

Dieckhaus said Thursday that there are “thousands and thousands of tons” of aid in Cyprus awaiting processing to be brought across the pier. The situation deteriorated in April after Synapse declared bankruptcy following the exodus of several key partners. That has left users of several fintech services stranded with no access to their funds, according to testimonials filed this week in a California bankruptcy court. One customer, a Maryland teacher named Chris Buckler, said in a May 21 filing that his funds at crypto app Juno were locked because of the Synapse bankruptcy. Synapse had contracts with 20 banks and 100 fintech companies, resulting in about 10 million end users, according to an April filing from founder and CEO Sankaet Pathak. The freeze-up of customer funds exposes the vulnerabilities in the banking as a service, or BAAS, partnership model and a possible blind spot for regulatory oversight.

Vietnam forfeited at least $2.5 billion in foreign aid over the last three years and may lose another $1 billion because of administrative paralysis, the United Nations, the World Bank and Western donors told the government in a letter seen by Reuters. Vietnam forfeited at least $2.5 billion in foreign aid over the last three years and may lose another $1 billion because of administrative paralysis, the United Nations, the World Bank and Western donors told the government in a letter seen by Reuters. Two senior foreign officials interviewed by Reuters directly linked the administrative hurdles to the "blazing furnace" anti-graft drive, echoing similar comments from other diplomats and officials in recent months. The anti-graft drive has created a sort of paralysis, in which bureaucrats are slow to approve or advance initiatives because they fear accidentally violating complex regulations. The U.N. and the World Bank said they kept working closely with the government on projects, with the U.N. acknowledging in a statement to Reuters that there were "challenges" for the use of funding.

The U.S. banking industry won a key victory in its effort to block the implementation of a Consumer Financial Protection Bureau rule that would've drastically limited the fees that credit card companies can charge for late payment. The CFPB estimates that the rule would've saved American families $10 billion a year in fees paid by those who fall behind on their bills. It would've capped late fees that are typically $32 per incident to $8 each and limited the industry's ability to hike the fees. "Consumers will shoulder $800 million in late fees every month that the rule is delayed — money that pads the profit margins of the largest credit card issuers," a CFPB spokesman told CNBC on Friday. The CBA said it will continue to press its case in the courts on why the CFPB rule should be "thrown out entirely."

A Consumer Financial Protection Bureau regulation that promised to save Americans billions of dollars in late fees on credit cards faces a last-ditch effort to stave off its implementation. Led by the U.S. Chamber of Commerce, the card industry in March sued the CFPB in federal court to prevent the new rule from taking effect. That could hold up the regulation, which would slash what most banks can charge in late fees to $8 per incident, just days before it was to take effect on Tuesday. The credit card regulation is part of President Joe Biden's broader election-year war against what he deems junk fees. Big card issuers have steadily raised the cost of late fees since 2010, profiting off users with low credit scores who rack up $138 in fees annually per card on average, according to CFPB Director Rohit Chopra.
