Asked about the negotiations, senior Hamas official Sami Abu Zuhri told Reuters on Monday the organization was open to discussing ideas but that no deal was yet in place. One offer by Israel is to end the war if Hamas removes six senior leaders from Gaza, said a seventh source, a senior Hamas official. Five of the sources said Israel had refused to discuss any end to the war that did not include Hamas being dismantled. Israeli government spokesperson Eylon Levy said at a press conference on Tuesday that efforts were ongoing to secure the hostages' release. The official briefed on the talks said Hamas had since softened that demand, which would likely be vehemently opposed by Israel.

U.S. envoy Amos Hochstein has been leading a diplomatic outreach to restore security at the Israel-Lebanon frontier as the wider region teeters dangerously towards a major escalation of the conflict ignited by the Gaza war. Israel has also said it wants to avoid war, but both sides say they are ready to fight if necessary. Branded a terrorist organisation by Washington, Hezbollah has not been directly involved in talks, three Lebanese officials and a European diplomat said. Hezbollah has dismissed both ideas as unrealistic, the Lebanese officials and the diplomat said. Iran's foreign minister on Wednesday said attacks against Israel and its interests by the "Axis of Resistance" will stop if the Gaza war ends.

How Qatar swayed Israel and Hamas to make a truce work

It was necessary to clarify all the points in the agreement and make sure they meant the same thing to Israel and Hamas, a source briefed on the negotiations said. Qatar's foreign ministry told reporters that Hamas and Israel negotiated in Doha until "the early morning" of Nov. 23 and agreed on a plan to implement the truce deal the next day. Qatari negotiators shepherded Israel and Hamas to agree on exactly where in Gaza Israeli tanks would be stationed during the truce. Israel vets all financial transfers Qatar makes to Palestinians in Gaza, Qatari sources have said. Despite proximity to Hamas officials, Qatari negotiators did not speak directly to the group's leaders in Gaza, but through its representatives based in Doha.

"I feel really alone and if somebody with the status of an elected official can’t be protected then how must others feel?” said Omar. Official data shows a significant, smaller increase in anti-Muslim incidents in Britain and is patchy for the other two countries. "The vast majority of Muslims do not file a complaint when they are victims of such acts. A spokesperson for France's national police acknowledged data on anti-Muslim incidents was "incomplete", and relied on victims filing a complaint. For some Muslims in Germany, which has welcomed about a million Syrians and just under 400,000 Afghans in recent years, rising hostility came as a surprise.

A view shows the Boeing 737-700 BBJ (plane number RA-73890) private aircraft on the tarmac of the Pulkovo International Airport in Saint Petersburg, Russia, June 14, 2023. The Boeing linked to Yevtushenkov was among at least 50 private jets re-registered under the Russian flag since the February 2022 invasion, according to previously unreported national aircraft registry data up to early August reviewed by Reuters. Several of the repatriated private jets were associated with prominent politicians and business figures, according to two senior Russian aviation industry sources, who were not authorised to speak to the media and spoke on condition of anonymity. Because of sanctions, Russian planes are prohibited from entering the 27-country European Union, where Russia's oligarchs previously flew frequently for business and leisure and where many private jets linked to them were registered before the war, tail numbers show. VEB, Uralkali and Mazepin did not respond to requests for comment on the registration of the jets in Russia.

Ben-Gvir's office did not respond to a request for comment about whether guns had already been distributed in the West Bank. At least eight of those were since Oct 7. alone, worrying ordinary Palestinians, Israeli security experts and Western officials. Washington has condemned settler attacks on Palestinians in the West Bank while the European Union on Tuesday denounced "settler terrorism" that risked a "dangerous escalation of the conflict." Hamas cited Israeli actions in the West Bank, core to a would-be Palestinian state, in waging its killing spree. 'GREAT DANGER'Settler-related violence is becoming harder to stem with the ongoing Gaza war and the augmented power of far-right politicians, Israeli security experts say.

Troops freed an Israeli soldier from Hamas captivity during the ground operation in Gaza, the military said on Monday. An Israeli military spokesperson declined to comment on details of the offensive, citing sensitivity with the issue. Saying any lull in fighting would benefit Hamas, Israel rejected the calls, in the first public split between Israel and its allies since Oct. 7. ENCIRCLING GAZA CITYAfter amassing hundreds of thousands of soldiers, including reservists, on its border with Gaza, Israel made the first sustained ground incursions of the offensive on Friday. Israeli military forces are aware of the dangers with heavily built up areas in Gaza and the dangers of sending in broad forces.

Between Dec. 2021 and April this year, Israel seized almost 190 crypto accounts it said were linked to Hamas. [1/6] Palestinian rescue worker Ibrahim Hamdan and his colleague wait for an emergency call, amid fear and exhaustion under Israeli air strikes, in Khan Younis in the southern Gaza Strip October 12, 2023. Explosions from air strikes echo every few minutes - killing more than 1,500 people in Gaza so far including hundreds of children, local health authorities say. Lacking enough heavy machinery such as mechanical diggers and bulldozers, rescue workers also rely on shovels and other tools they wield by hand to pull away rubble. On Wednesday, four Palestine Red Crescent emergency medical workers were killed when their ambulances were hit in two different incidents. Israel and Hamas have repeatedly clashed during that time, with air strikes hitting targets in Gaza.

With work underway on a fraction of the planned new buildings in the devastated city of Adiyaman, Kaplan fears a long wait together with his disabled wife and other survivors. One senior government official with direct knowledge of the reconstruction plan said the target could be missed, citing insufficient fresh funding to hold new tenders amid rising costs. They both said the effort had taken a blow when fewer companies bid for the reconstruction tenders after a post-election economic policy U-turn in June sent the currency plunging. "Our budget resources have been prepared for this huge, comprehensive project and can be updated when necessary," Erdogan's office said.

Spanish farmer Miguel Moreno was an early adopter of so-called cover crops. Spain's drought-hit olive oil production slumped to 663,000 tonnes last year, less than half the average of 1.45 million tons recorded in the previous four harvests, according to the government. In January, it began subsidising farmers who use cover crops as part of the new Common Agricultural Policy (CAP). She said the company was pushed both by customers such as Walmart in the U.S. and by regulation to buy olive oil from producers using sustainable practices. Depleted uranium is a dense by-product left over when uranium is enriched for use in nuclear reactors or nuclear weapons. The depleted uranium is still radioactive, but has a much lower level of the isotopes U-235 and U-234 - way less than the levels in natural uranium ore - reducing its radioactivity. The United States, Britain, Russia, China, France and Pakistan produce depleted uranium weapons, which are not classified as nuclear weapons, according to the International Coalition to Ban Uranium Weapons. Ingesting or inhaling quantities of uranium - even depleted uranium - is dangerous: it can depress renal function and raises the risk of developing a range of cancers. A United Nations Environment Programme report on the impact of depleted uranium on Serbia and Montenegro found "no significant, widespread contamination".

France has used an anti-terrorism unit to question some climate activists, the police confirmed to Reuters. Britain’s National Police Chiefs’ Council did not immediately respond to a request for comment and its interior ministry did not comment. Germany does not have a national policy targeting climate activists, who the government considers mainly non-extremist, a spokesperson for the country’s interior ministry said. Last year, Russia exported a record volume of wheat on ships chartered from international companies and traders. But some of its beans, known as unwashed or 'natural' arabicas, have not previously been used for high-end benchmark coffee contracts around the world. Unwashed coffee is so-called because its fruit is left to dry whole before the bean is extracted. He added that relatively little Brazilian coffee ends up in ICE warehouses because it usually fetches higher prices in the physical markets. The two companies declined to comment on whether they had got a mix of semi-washed and unwashed beans certified by ICE. Zooming out to inflation adjusted terms however, coffee prices in 1980 were equivalent to about $8 per lb - a whopping 500% higher than they are today, according to Reuters calculations.

There is no suggestion the trades break sanctions, although they may make it difficult for sanctions enforcement agencies in Europe and the United States to track Russian oil transactions and prices. The new trading network and practices raise financial risks for Russian oil companies dealing with unknown entities with limited credit history. "We recognise that (sanctions on Russia are) going to change the shape and structure of the Russian oil markets," the official told reporters. In May, Russian seaborne oil supplies to India, which was a rare buyer of Russian oil before the war, reached a record of 1.95 million bpd while China imported 2.29 million bpd. A source with one major Russian oil company said his company was prepared to deal with higher credit risks from buyers for the sake of having stable and rising oil exports.
