The stopgap spending bill, which will fund the government until December 20, will next be sent to President Joe Biden to be signed into law. Johnson had said that he believes Trump understands that House Republicans don’t have the votes to pass the SAVE Act. The House vote was 341 to 82 with 132 Republicans and 209 Democrats voting in favor and 82 Republicans voting against. As that internal contest nears, Johnson’s own leadership deputies are working to shore up their own relationships across the House GOP. In recent days, for instance, Emmer’s team gave personally engraved hockey sticks to several House Republicans that thanked them for their service to the chamber.

GOP presidential nominee Donald Trump has called for Republicans to shut down the government if they can’t pass the voting measure known as the SAVE Act. Many Democrats are pushing for an extension into December that would not include the SAVE Act, which is viewed as a non-starter in the Senate. “House Republicans don’t seem to have any plan for actually keeping the government open, so the Senate will step in,” Schumer said in floor remarks. “Many Republican House members, as many of you have reported, are smart enough to know if there is a shutdown, it will be a Republican shutdown. There never is a shutdown — hardly ever is a shutdown,” said Senate Majority Whip Dick Durbin, a Democrat from Illinois.

Washington CNN —The House failed on Wednesday to pass a six-month GOP government funding plan that included a controversial measure targeting noncitizen voting, an effort pushed by Republican presidential nominee Donald Trump. The House vote was 202 to 220, with 14 Republicans voting against it, two Republicans voting present and three Democrats voting for it. Johnson would not reveal on Wednesday ahead of the planned vote what he would do if the GOP government funding plan fails and said he has spoken to Trump “a lot” about government funding after the former president floated a government shutdown. Trump had previously said that if Republicans don’t receive “absolute assurances” about election security, they should not pass a funding extension. The six-month funding plan from House Republicans would have extended government funding until March 2025.

Senate Majority Leader Chuck Schumer on Monday pressed for Republicans to join Democrats in voting to advance the IVF bill. Democratic Sen. Ron Wyden of Oregon objected, and instead urged their colleagues to support Democrats’ bill during Tuesday’s vote. Another Senate GOP bill aimed at addressing concerns about IVF was introduced earlier this year. On Tuesday, Democratic Sen. Patty Murray blocked a uninamous consent request to pass Britt and Cruz’s IVF bill, ahead of the vote on the Democrats’ broader IVF package. “Our bill is the only bill that protects IVF access while safeguarding religious liberty,” Britt said.

Washington CNN —Speaker Mike Johnson is once again facing a major challenge as he navigates a government funding fight while under pressure from an extremely narrow majority in the House and former President Donald Trump. The course the speaker charts could also factor into whether he can hold onto his leadership post after the election. Trump has also waded into the funding fight, a dynamic that could further complicate the effort to avert a shutdown. But the plan is viewed as a non-starter in the Senate and faces opposition within the House GOP conference as well. “You’ve seen the chaos in the House because Speaker Johnson is trying to do this in a partisan way, guided by the far right.

Appearing dazed and flustered by an unfamiliar and fast-changing political landscape upended by Harris becoming the Democratic presidential nominee, Trump has unleashed a torrent of mean-spirited missives, race-baiting insults and conspiratorial broadsides that even close allies and donors have acknowledged as unproductive in recent days. Loomer told CNN of the post: “It’s interesting how the media wants to, once again, falsely accuse me of being a racist. This is a woman who is on video cooking Indian food with Indian celebrities talking about how she likes cooking with curry.”Asked by Raju about Loomer, Greene said on Thursday, “I have concerns about her rhetoric and her hateful tone. And that doesn’t represent MAGA as a whole.”“I just felt like it was time to call it out. In May, Democratic Rep. Jasmine Crockett criticized Greene, calling her “racist,” following a tense House Oversight markup that quickly devolved into personal attacks.

Washington CNN —A six-month House GOP government funding plan cleared a key hurdle on Tuesday, but remains at risk of failing as Speaker Mike Johnson attempts to navigate a shutdown fight with his narrow majority. The House voted 209-206 to approve a rule to govern debate for the funding plan, which includes a controversial measure that targets noncitizen voting. But at least six House Republicans have come out against the funding bill, which is enough to sink it in the House amid Democratic opposition, and the bill is considered dead-on-arrival in the Democratic-controlled Senate. The six-month funding plan from House Republicans would extend government funding until March 2025. Many House conservatives are also generally opposed to short-term funding bills, arguing instead in favor of spending cuts.

The hearing focused in on nursing home deaths and a controversial March 2020 directive from the New York State Department of Health on hospital discharges and nursing home admissions. “You own this,” Republican Rep. Brad Wenstrup of Ohio, chairman of the subcommittee, told Cuomo at the outset of the hearing. The former governor has defended his handling of the pandemic, saying that the state followed federal guidelines. New York State Attorney General Letitia James issued a report in 2021 finding that the New York State Department of Health undercounted Covid-19 deaths among nursing home residents by approximately 50%. The New York health department undercounted the number of Covid-19 deaths in nursing homes by thousands during Cuomo’s time in office, an audit conducted by state officials found in 2022.

Air New Zealand is waiting for eight Boeing 787 Dreamliners and five Airbus A320neo and A3201neo planes, according to its website. SAF has a lower carbon footprint than traditional jet fuel because it’s made from waste products, where the carbon has already been emitted; or from plants that absorb CO2 as they grow. That was much higher than the 5% reduction target in international aviation emissions by 2030 agreed by 193 countries at a United Nations-backed conference last November. The aviation industry accounted for 2% of global energy-related carbon emissions in 2022, according to the International Energy Agency (IEA). “Planned production capacity for sustainable aviation fuels will provide just a small fraction of jet fuel demand by 2027,” notes the IEA on its website.

An Air New Zealand plane is seen during game two of the Women's ODI series between New Zealand and Pakistan at Hagley Oval on December 15, 2023 in Christchurch, New Zealand. Air New Zealand on Tuesday dropped its 2030 climate goal, citing delivery delays of fuel-efficient aircraft and the affordability of alternative jet fuels. "As such and given so many levers needed to meet the target are outside our control, the decision has been made to retract the 2030 target." Air New Zealand had previously said its 2030 target was to reduce carbon intensity by 28.9%, compared to 2019 levels. The airline said Tuesday that work has begun on a new near-term target.

A resolution to establish the task force was approved in an overwhelmingly bipartisan vote of 416 to 0. The House task force will be made up of seven Republicans and six Democrats and will have subpoena authority, House Speaker Mike Johnson and House Democratic leader Hakeem Jeffries announced this week. Congress has moved swiftly to investigate the security failures that led to the shooting on July 13. On Monday, Cheatle was grilled at length by the House Oversight Committee over security failures related to the assassination attempt.

Menendez had faced mounting pressure from within his own party to resign or face the threat of expulsion from the Senate. Receipt of Menendez’s resignation letter was announced Tuesday on the Senate floor in a brief exchange between Senate Majority Leader Chuck Schumer and Presiding Officer Sen. Peter Welch, a Democrat from Vermont. “In light of this guilty verdict, Senator Menendez must now do what is right for his constituents, the Senate, and our country, and resign,” Schumer said in a statement. Former President Donald Trump claimed that the United States has given more in aid to Ukraine than European countries put together. “The European nations together have spent $100 billion, or maybe more than that, less than us,” Trump said. From just before Russia’s invasion in early 2022 through April 2024, European countries contributed more aid to Ukraine than the US, according to data from the Kiel Institute for the World Economy in Germany. Additionally, Europe had committed more total military aid to Ukraine, at about $76 billion to about $69 billion for the US. And the Kiel Institute found that Ukraine itself was getting only about half of the money in a 2024 US bill that had widely been described as a $61 billion aid bill for Ukraine.

CNN —Senate Republicans on Tuesday blocked an attempt by Democrats to pass a bill to ban bump stocks in the wake of a recent Supreme Court ruling. The bill would enact a federal ban on the sale of bump stock devices. Bump stocks allow a shooter to convert a semi-automatic rifle into a weapon that can fire at a rate of hundreds of rounds a minute. The Supreme Court on Friday struck down a federal ban on bump stocks approved by former President Donald Trump, the latest opinion from the conservative court rolling back firearm regulations. While some Republicans support a ban on bump stocks, the issue has divided GOP senators in the aftermath of the high court ruling.

CNN —The House voted Tuesday to pass a bill to sanction International Criminal Court officials – House Republicans’ response to the court seeking an arrest warrant for Israeli Prime Minister Benjamin Netanyahu. It is unlikely that the Senate will take up the sanctions bill. The House passed the bill in a 247 to 155 vote, with 42 Democrats joining Republicans in support. A decision to seek arrest warrants doesn’t immediately mean an individual is guilty, but is the first stage in a process that could lead to a lengthy trial. “The Administration is deeply concerned about the ICC Prosecutor’s heedless rush to apply for arrest warrants for senior Israeli officials.

CNN —The top four congressional leaders have formally invited Israeli Prime Minister Benjamin Netanyahu to address a joint meeting of Congress. The invitation comes after much speculation as additional military aid to Israel remains in question and Democrats are facing pressure from their left wing as the party remains divided over Israel’s handling of the war against Hamas. President Joe Biden on Friday laid out a three-phase proposal Israel has submitted to wind down the grinding crisis in Gaza. Less than an hour after Biden detailed the Israeli proposal, Netanyahu’s office insisted Israel would not end the war until Hamas is defeated and “all of its goals are achieved.”CNN previously reported that during a closed-door conference meeting in March, House Republicans raised the idea of inviting Netanyahu.
