London CNN —The European Union is worried that Meta is failing to protect children on its platforms, Facebook and Instagram, and has launched a formal investigation that could result in a hefty fine. The probe is the latest evidence that regulators are increasingly focussing on the harmful impact of Meta’s platforms — and other social media — on young users, including by encouraging addictive behavior. The European Commission, the EU’s executive arm, will consider whether Meta (META) has complied with its obligations under the Digital Services Act (DSA), the bloc’s sweeping new law for online platforms. The legislation requires online platforms to put in place measures to protect children, including by preventing them from accessing inappropriate content and ensuring a high level of privacy and safety. The European Commission is concerned that Facebook’s and Instagram’s online interfaces “may exploit the weaknesses and inexperience of minors and cause addictive behavior,” it said in a statement Thursday.

Washington CNN —A video on Facebook manipulated to suggest that President Joe Biden behaves inappropriately toward women can remain on the platform, but only because of a problematic loophole in Meta’s “incoherent” policies, the company’s Oversight Board said Monday. The Board reviewed the case after a user who reported the video appealed Meta’s decision not to remove the content. Meta’s manipulated media policy applies only to video that has been altered by artificial intelligence and that makes it appear as if a person said something they did not. Because Biden video did the things portrayed in the video – even if it was heavily edited to create a false impression – the video was allowed to stay on the platform. Meta’s policy on manipulated media provides exemptions for parody and satire, as well as selectively edited content that omits or changes the order of words said in a video.

The credible data that exists on crimes motivated by conspiracy theories shows a disturbing increase. The allegations, made by Dr. Joan Donovan, raise questions about the influence the tech giant might have over seemingly independent research. Beginning in 2018, Dr. Donovan worked for the Shorenstein Center at Harvard University’s John F. Victims face a barrage of tens of thousands of social media posts that call them traitors, dogs, and racist and homophobic slurs. While tech and social media companies have shut down thousands of accounts targeting these victims, they’re outpaced by a slew of new accounts emerging virtually every day. As part of a mission “to manipulate public perceptions of [China], the Group uses its misattributed social media accounts to threaten, harass and intimidate specific victims,” the complaint states.
