U.S. production of so-called renewable diesel, which is made from feedstocks such as beef tallow and soybean oil, has tripled over the past three years. Truckers and fuel producers say the gains are driven by federal incentives and the state’s Low Carbon Fuel Standard program, which issues resellable credits to firms that sell low-carbon fuels such as ethanol in California.

The law is viewed as a watershed for domestic solar manufacturing, which has struggled for years to compete with a flood of cheap imports from China. Since passage of the IRA, companies have announced more than $13 billion in U.S. factory investments, according to the Solar Energy Industries Association (SEIA). According to Treasury's proposed guidelines, the manufactured products in a typical solar energy facility would include modules, trackers and inverters. But solar cells account for about 30% of the costs of the products that make up a solar facility, making them a large piece of the puzzle. The top solar trade group, Solar Energy Industries Association, had proposed that panels assembled in the United States should qualify for the credit regardless of where the cells inside them are produced.

CNN —China is making “significant progress” building the country’s fifth research facility in Antarctica after a several years-long lull in construction, according to a report by the Center for Strategic and International Studies (CSIS). The site – a research station China has hailed as a means to expand its scientific investigation in the Antarctic – could also be used to enhance the country’s intelligence collection, according to CSIS. In February 2020, a team of US inspectors visited the station, where they were hosted by station leader Wang Zhechao of the Polar Research Institute of China. China has established four scientific research bases in Antarctica since 1984, according to the Chinese Academy of Sciences. Arthurs told law enforcement authorities at the time "that he had recently converted from Neo-Nazi beliefs to Islam," the complaint said.

Three electricity substations in the Tacoma, Washington, area were attacked Sunday, leaving an as many as 14,000 customers affected, authorities said. The agency estimated the number of homes and businesses affected by the attacks was 14,000 at one point Sunday. In a statement, TPU said, "Two of our substations were deliberately targeted by physical attacks." On Dec. 3, vandals attacked two Duke Energy substations in Moore County, North Carolina, leaving 45,000 customers in the dark for more than three days straight, officials said. Investigators probing the North Carolina attacks were looking at online conspiracy theories to determine whether any played a role, two senior law enforcement officials briefed on the matter told NBC News earlier this month.
