"Liquidity assistance alone would not have resolved thecrisis," he said, adding that other measures like the eventual state-brokered takeover by rival Swiss bank UBS (UBSG.S) were needed. This limited the level of cash that could be offered via the Emergency Liquidity Assistance scheme (ELA), the SNB's usual tool as lender of last resort. Additional money was provided for Credit Suisse via the Emergency Liquidity Assistance (ELA+), which provided cash secured only by preferential rights if Credit Suisse went bankrupt rather than against collateral. In future, Schlegel said improved preparation of collateral was needed by banks to allow them to better access emergency funding through existing schemes. "ELA+ was necessary in the specific case of Credit Suisse, but it is not a model for managing future crises," Schlegel said.

Thomas Jordan, president of the Swiss National Bank (SNB), speaks during the bank's annual general meeting in Bern, Switzerland, on Friday, April 28, 2023. Swiss National Bank Chairman Thomas Jordan on Wednesday said the central bank's interventions during the fall of Credit Suisse were "crucial" to avoid a "financial crisis" worldwide. As part of this, SNB injected 168 billion Swiss francs ($185 billion) in emergency liquidity. This bought time for the central bank, alongside regulator FINMA and the Swiss authorities, to broker Credit Suisse's emergency sale to domestic rival UBS in March for a discounted price of just 3 billion Swiss francs. UBS in August announced that it had ended Credit Suisse's government and central bank protections after completion of the takeover, including an emergency liquidity assistance plus (ELA+) loan of 50 billion Swiss francs obtained from the SNB.

The Swiss government provided 9 billion francs ($10.3 billion) of loss protection guarantees to UBS as part of the state-sponsored takeover of Credit Suisse earlier this year. UBS also said that Credit Suisse had fully repaid an Emergency Liquidity Assistance Plus (ELA+) loan of 50 billion francs to the SNB. "The early voluntary repayment could potentially also help in other matters, such as negotiating the retention of the Credit Suisse Swiss business, in our view," Citi analyst Andrew Coombs said. Credit Suisse and UBS also borrowed 168 billion francs from the SNB in various emergency liquidity schemes to ease the takeover. Government help included a guarantee of up to 9 billion francs for losses UBS might incur from the sale of Credit Suisse assets, beyond 5 billion francs that UBS agreed to cover itself.

The logos of Swiss banks Credit Suisse and UBS on March 16, 2023 in Zurich, Switzerland. UBS on Friday said that it has ended a 9 billion Swiss franc ($10.27 billion) loss protection agreement and a 100 billion Swiss franc public liquidity backstop that were put in place by the Swiss government when it took over rival Credit Suisse in March. UBS said the decision followed a "comprehensive assessment" of Credit Suisse's non-core assets that were covered by the liquidity support measures. "These measures, together with the intervention of UBS, contributed to the stabilization of Credit Suisse and financial stability in Switzerland and globally," UBS said in a statement. Credit Suisse has also fully repaid an emergency liquidity assistance plus (ELA+) loan of 50 billion Swiss francs obtained from the Swiss National Bank in March, as the lender teetered on the brink after a collapse in shareholder and investor confidence, UBS confirmed.

LONDON, May 18 (Reuters) - Credit Suisse (CSGN.S) came close to falling below minimum levels of cash held at the Swiss central bank days before its forced takeover by UBS (UBSG.S), a regulatory document shows. As of mid-March 2023, Credit Suisse barely reached its internal cash limit at the Swiss National Bank. Credit Suisse was forced into a government orchestrated rescue on March 19. FINMA and Credit Suisse declined to comment. FINMA stated in the decree that a viability event occurred and that Credit Suisse could therefore wipe out the instruments.
ZURICH, March 30 (Reuters) - Switzerland's authorities revealed the interest rates Credit Suisse (CSGN.S) and UBS (UBSG.S) will pay for the 250 billion Swiss franc ($273.31 billion) emergency lifeline the Swiss banks have been offered. Credit Suisse will pay an interest rate equal to the current Swiss National Bank's policy rate of 1.5% plus 0.5% for access to the emergency liquidity assistance (ELA) scheme, the central bank said on Thursday. In measures announced alongside the emergency takeover of Credit Suisse by rival UBS engineered by the authorities, the two banks were also given access to 100 billion francs in additional liquidity assistance (ELA+). This central bank assistance is available to the banks at an interest of 3% plus its policy rate. On top of this Credit Suisse owes Switzerland a 0.25% commitment premium for the public liquidity backstop.
ZURICH, March 30 (Reuters) - Switzerland's 250 billion Swiss franc lifeline thrown to Credit Suisse (CSGN.S) and UBS (UBSG.S) could cost them more than 10 billion francs ($10.95 billion) in interest if used in full, Reuters calculations based on official data showed. Credit Suisse will pay an interest rate equal to the current Swiss National Bank's policy rate of 1.5% plus 0.5% for access to the emergency liquidity assistance (ELA) scheme, the central bank said on Thursday. This central bank assistance is available to the banks at an interest of 3% plus its policy rate. Credit Suisse was also given access to an additional 100 billion franc public liquidity backstop, for which it has to pay a 3% risk premium evenly split between the national bank and the Swiss state. On top of this Credit Suisse owes Switzerland a 0.25% commitment premium for the public liquidity backstop.
[1/2] A logo is pictured on the Credit Suisse bank in Geneva, Switzerland, March 15, 2023. Sight deposits - cash held by the SNB for commercial banks overnight - jumped to 567 billion Swiss francs ($619 billion) from 515 billion francs a week earlier. Last week's rise indicates that both UBS and Credit Suisse may have used some of the 200 billion francs in extra liquidity offered by the SNB as part of a state-sponsored rescue of Credit Suisse. UBS agreed to buy Credit Suisse for 3 billion Swiss francs in stock in a merger engineered to avoid more market-shaking turmoil in global banking. Credit Suisse had already said it would take 50 billion francs from the SNB under its emergency liquidity assistance (ELA) facility before the UBS takeover.
Factbox: What can the ECB do to stop the banking crisis?

Here's a look at the European Central Bank's "toolbox", which has been expanded over the past 15 years in response to the global financial crisis of 2008, the ensuing euro zone debt crisis and the COVID-19 pandemic. LONG-TERM LOANSThe ECB can reactivate its Targeted Longer-Term Refinancing Operations (TLTRO), offering banks multi-year loans at low interest rates. Banks continued repaying their existing loans last week despite the Credit Suisse crisis. But the ECB has also been reducing this form of money printing to raise the cost of credit. Unveiled at the height of the euro zone financial crisis by then ECB President Mario Draghi, the scheme quashed speculation of a break-up of the currency bloc but never came close to being used.

Ela Bhatt was a lawyer for an Indian textile union in the early 1970s when she decided to help other types of workers, ones who were harder to organize and often barely noticed: women balancing heavy loads of fabric, often perched precariously atop their heads, to make deliveries to markets. She founded the Self-Employed Women’s Association, known as SEWA, in 1972 in her hometown of Ahmedabad in the Indian state of Gujarat. It became one of the country’s strongest advocates for India’s millions of women working informally in many kinds of low-paid positions, including maids, vegetable sellers, street food vendors, seamstresses and cigarette rollers. They often kept their families afloat by patching together work of all kinds—yet weren’t even recognized as workers in India’s official census data.
