WASHINGTON, July 31 (Reuters) - A White House review on Monday recommended that the FBI's ability to conduct non-national security queries under a controversial surveillance law be removed as part of reforms aimed at getting the law reauthorized. The Foreign Intelligence Surveillance Act's Section 702 permits the U.S. government to collect digital communications of foreigners located outside the United States. "If Congress fails to reauthorize Section 702, history may judge the lapse of Section 702 authorities as one of the worst intelligence failures of our time," concluded the review, which was conducted for the White House by the president's Intelligence Advisory Board. The review recommended that Attorney General Merrick Garland "remove FBI’s authority to conduct queries for evidence of a non-national security-related crime in its Section 702 data." "FBI’s use of Section 702 should be limited to foreign intelligence purposes only and FBI personnel should receive additional training on what foreign intelligence entails," the review said.

PARIS, July 27 (Reuters) - BNP Paribas (BNPP.PA) is set to resolve a U.S. probe into employees' use of unapproved messaging platforms, its mid-year earnings report showed on Thursday, which could see the French bank face a fine. The Commodity Futures Trading Commission (CFTC) later also examined the issue, bank disclosures showed. BNP set aside 125 million euros ($139 million) for an unspecified litigation in its earning report. "The proposed resolutions are subject to finalisation by the CFTC and SEC," BNP, the euro zone's biggest bank, added. French rival Societe Generale (SOGN.PA) said earlier this year that it, too, had been drawn into the probe.

Morgan Stanley did not immediately respond to a Reuters request for comment outside business hours. The move comes after the lender had agreed to pay $200 million to the U.S. Securities and Exchange Commission in 2021 to resolve probes into employee communications on messaging platforms that had not been approved by the company. NEW YORK, Jan 26 (Reuters) - Morgan Stanley (MS.N) has imposed financial penalties on employees who used messaging platforms such as WhatsApp for company business, according to two sources familiar with the situation. The amounts were determined by factors such as the number of messages sent, seniority and whether the employees had already received warnings, according to one source familiar with the matter. The SEC has been looking into whether lenders have been keeping a track of employees' digital communications. Financial firms are also scouring employees' phones and personal computers in a widespread effort to demonstrate to regulators that they are punishing breaches of communications policies, the source said. In 2020, two senior Morgan Stanley executives left the bank after unauthorized use of WhatsApp to discuss work matters.
