MEXICO CITY (Reuters) - Mexican President Andres Manuel Lopez Obrador announced he has picked Miguel Angel Maciel to be his next energy minister, less than a year before the end of his six-year government, he wrote in a Monday post on social media. Maciel will replace Rocio Nahle, who served as energy chief and chair of the board of state-owned oil company Pemex since the beginning of Lopez Obrador's term in late 2018. Maciel has previously served as deputy energy minister, and Lopez Obrador stressed in his post on X that the petroleum engineer by training is trusted "due to his honesty and proven convictions in favor of national sovereignty." Nahle formally left her job as minister before the president's most important energy infrastructure project, the Olmeca oil refinery in his home state Tabasco, has come online. Lopez Obrador tasked Nahle with overseeing the project, which is running behind schedule and over budget.

Russian exports of gasoline and cross-border supplies of diesel by rail and road are still prohibited, Deputy Prime Minister Alexander Novak said on Monday. On Sept. 21 Russia temporarily banned most exports of gasoline and diesel to cope with a domestic market shortage, with pipeline operator Transneft (TRNF_p.MM) halting diesel shipments from Primorsk from Sept. 22. TASS news agency cited a spokesman for Transneft as saying that the oil pipeline monopoly had restarted diesel exports on Saturday. Of that, 3.5 million tons of gasoline and 6.6 million tons of diesel were exported by rail, according to the LSEG data. Since the ban was introduced, wholesale diesel prices on the local exchange have fallen by 21%, while gasoline prices are down 10%.

Wholesale fuel prices in Russia had been steadily rising this year amid fuel shortages, reaching all-time highs. In response, Russia on Thursday temporarily banned exports of gasoline and diesel to all countries apart from four ex-Soviet states. A Kremlin spokesman told reporters that the export ban would last for as long as necessary to ensure market stability.

Goldman Sachs analysts slashed their oil price forecast by almost 10% on the back of whey they see as increasing supply and slower demand for crude. In the same report, Goldman also revised down its WTI forecast for December from $89 per barrel to $81. Overall, the oil cartel made no changes to its planned oil production cuts for the rest of the year. "Significant supply beats from Iran and Russia have driven speculative positioning to near record-lows," Goldman analysts led by the bank's Global Head of Commodities Research Jeffrey Currie said in the research report. Russia's oil production has remained resilient even in the face of Western sanctions, with Deputy Energy Minister Pavel Sorokin in April ascertaining that Moscow's oil production will remain stable until 2025, according to the Neftegazovaya Vertikal magazine.

SOFIA, Feb 8 (Reuters) - Bulgarian investigators charged former energy minister Alexander Nikolov on Wednesday with mismanagement that led to losses of more than 88 million levs ($48.36 million) at state gas firm Bulgargaz, related to Russia cutting off gas supplies to the country. Russia cut the gas supplies on which Bulgaria was almost fully reliant at the end of April 2022 after the European Union country refused to pay for deliveries in roubles. Former deputy energy minister Danail Nikolov has been charged with malfeasance as part of the same probe. The centre-right GERB party has accused the former government of reformist Kiril Petkov of paying higher prices to secure alternative gas supplies after it refused to pay for Russian gas in roubles. Petkov's coalition government, where Nikolov was energy minister, was toppled in a no-confidence vote six months after taking office in December 2021.

Ukraine has shared a list with European countries of some 10,000 items it urgently needs to maintain power. Since early October, Russian forces have targeted Ukraine's energy infrastructure, causing blackouts and forcing millions of people to endure sub-zero temperatures with little or no heating. As stockpiles of state-owned European power grids dwindle, Lorkowski expected the private sector to become more important in meeting Ukraine's energy infrastructure needs. A first tranche of U.S. power equipment worth $13 million has been shipped to Ukraine, officials said, and two more planeloads were due to leave shortly.
