"Every agency is a climate agency now," said Sam Ricketts, co-founder of Evergreen Action, an advocacy group that advised Biden’s transition team on climate change. "I think the Treasury Department is going to be a pretty big player on climate," said Christy Goldfuss, former White House Council on Environmental Quality under Obama who co-authored Climate 21, a roadmap for the Biden transition team to mobilize federal agencies to tackle climate change. Biden has also said in his climate plan that he will form an environmental and climate justice division within the DOJ to prioritize climate change and environmental justice.

The Justice Department on Friday assured the Trump administration that its hard drives won't become Joe Biden's property on Inauguration Day. The National Archives has said it won't be able to remove all of Trump's records from the White House prior to Biden's inauguration. Previous presidents have also left documents behind when they left the White House, according to the DOJ memo. But the White House request to the Justice Department suggests that the outgoing Trump team may not even do that.

Though the Biden team did not publicly provide the names of some officials, the identities appear to be known within the agencies. But the U.S. government has long maintained that military servicemembers are outside the scope of Title VII because they are not technically federal employees, a view upheld by courts. Instead, troops have a separate system to file complaints of discrimination. — It was November when the word “ascertainment” entered the political lexicon as the bureaucratic barrier for Joe Biden’s ability to formally begin his transition. The ascertainment question, only settled three weeks after Election Day, was just one of several potential barriers Biden’s team had to consider. David Marchick, director of the Partnership for Public Service’s Center for Presidential Transition, said Biden’s team will have two to three times what previous administrations have had in place. Multiple Biden officials said Abraham’s work on the transition led to something of a bidding war among principals to bring him on for a number different agency roles. Download the NBC News app for breaking news and politicsThat itself was a lesson learned from previous transitions, minimizing first the typical conflicts between campaign and transition, and then between transition and administration to ensure Biden’s team is faithful to what the campaign promised to deliver.

WASHINGTON (Reuters) - The U.S. Justice Department’s internal watchdog will review how the FBI and other law enforcement agencies prepared and responded to the storming of the U.S. Capitol by President Donald Trump’s supporters, Inspector General Michael Horowitz said on Friday. The inquiry will be coordinated with other federal agencies whose law enforcement arms were also involved in responding to the Jan. 6 assault, including the Defense Department, Department of Homeland Security and Department of the Interior. The Pentagon’s inspector general, meanwhile, said on Friday it was going to review the Pentagon’s role and responsibilities related to the attack on the Capitol. Steven D’Antuono, the FBI’s Assistant Director in Charge of the Washington field office, previously told reporters the bureau was aware of the memo and did take steps to address intelligence gathered ahead of the Capitol riots. The Trump administration has added nine Chinese companies to a blacklist, including smartphone maker Xiaomi. The US Defense Department labeled the firms "communist Chinese military companies." Smartphone maker Xiaomi and eight other Chinese firms have been added to a Trump administration blacklist, just days before President-elect Joe Biden takes office. The US Defense Department released a statement on Thursday confirming that nine Chinese companies have been labeled as "communist Chinese military companies," meaning Americans cannot invest in them. So far, the Defense Department has listed 44 companies that they consider to be owned or controlled by China's military.

Construction of a Trump library could wind up being a major battleground over the legacy of the twice-impeached president. It's unclear whether either university Trump attended would want to house a Trump library. President John Kennedy picked a spot for his presidential library near Harvard, in Cambridge, Massachusetts, a month before his assassination. Richard Nixon's presidential library in Yorba Linda, California, was at the center of a historical brawl over the Watergate scandal. Language in the Presidential Records Act "places the responsibility for the custody and management of incumbent Presidential records with the President."

REUTERS/Bobby YipWASHINGTON (Reuters) - The Trump administration on Thursday added nine Chinese firms to a blacklist of alleged Chinese military companies, including planemaker Comac and mobile phone maker Xiaomi, according to a document seen by Reuters. The Chinese Embassy in Washington, Xiaomi and Comac did not immediately respond to requests for comment. It was mandated by a 1999 law requiring the Defense Department to compile a catalogue of companies owned or controlled by the Chinese military. The Pentagon, which only began complying this year, has so far added 35 companies, including oil giant CNOOC and China’s top chipmaker SMIC. In November, Trump sought to give the law teeth by signing an executive order banning U.S. investment of the blacklisted firms.

WASHINGTON (Reuters) - Nearly a third of Black U.S. military servicemembers reported experiencing racial discrimination, harassment or both during a 12-month period, according to results of a long-withheld Defense Department survey that underscore concerns about racism in the ranks. “Overall, results reveal much work is needed to improve the reporting process for those who experience racial/ethnic harassment and discrimination,” the Defense Department acknowledged in a report that accompanied the survey data. Unpunished discrimination and racial harassment play a role in pushing out minorities, advocates say. Of the U.S. troops who chose not to report an incident of racial discrimination or racial harassment, 39% thought nothing would be done and an even greater percentage thought it would make their work situation unpleasant. The Defense Department has not explained why the data took so long to release.

REUTERS/Carlos BarriaWASHINGTON (Reuters) - President Donald Trump has signed an order strengthening a November ban on U.S. investments in alleged Chinese military companies, the White House said on Wednesday, curbing Chinese access to U.S. capital markets days before he leaves office. The change expands the scope of the initial November executive order, which initially only restricted U.S. investors from buying those securities by that date. “Today’s executive order ensures that the United States retains a key tool to protect U.S. investors from funding Chinese military modernization,” a senior administration official told Reuters. The executive order is part of Trump’s bid to cement his tough-on-China legacy in the waning days of his Presidency. It also sought to give teeth to a 1999 law that tasked the Defense Department with drafting a list of Chinese companies it believes are owned or controlled by the Chinese military.

Democratic lawmakers are urging the Defense Department to "immediately" investigate extremist activity within the US military and implement a plan to prevent the ideology from further spreading within its ranks. "The issue of white supremacy and extremist ideology within the ranks of our military is not new, but the attack on the Capitol makes clear this alarming trend must be immediately addressed," the lawmakers continued. "We urge you to launch a comprehensive investigation into instances of white supremacist and violent fringe extremist activity within the military." Several people who participated in the looting and unlawful assembly inside the lawmakers' chambers have since been identified as military veterans, some of whom are former officers, as well as law enforcement officials. "Members of the Armed Forces are an extension of our communities and are not exempt from extremist influences on the rise within the civilian community," the lawmakers' letter continued.
